一、持續增強糧食等重要農產品供給保障能力

(一)深入推進糧油作物大面積單產提升行動。穩(wen)定糧(liang)食(shi)(shi)播(bo)種(zhong)面(mian)積(ji),主攻單產(chan)(chan)(chan)和品質提(ti)升,確保糧(liang)食(shi)(shi)穩(wen)產(chan)(chan)(chan)豐產(chan)(chan)(chan)。進一(yi)步擴大(da)糧(liang)食(shi)(shi)單產(chan)(chan)(chan)提(ti)升工程(cheng)實施規(gui)模,加大(da)高產(chan)(chan)(chan)高效模式集成推廣力度,推進水肥一(yi)體化,促(cu)進大(da)面(mian)積(ji)增產(chan)(chan)(chan)。加力落實新一(yi)輪千億斤糧(liang)食(shi)(shi)產(chan)(chan)(chan)能提(ti)升任務。多措并舉鞏固大(da)豆擴種(zhong)成果,挖掘油(you)菜、花生擴種(zhong)潛力,支持發展油(you)茶等木(mu)本油(you)料。推動棉花、糖料、天(tian)然橡膠等穩(wen)產(chan)(chan)(chan)提(ti)質。

(二)扶持畜牧業穩定發展。做好生豬(zhu)產(chan)能監測(ce)和調控(kong),促進(jin)平穩(wen)發(fa)展。推進(jin)肉牛(niu)、奶牛(niu)產(chan)業(ye)紓(shu)困,穩(wen)定(ding)基礎(chu)產(chan)能。落實(shi)滅(mie)菌乳國家標準,支持以家庭農場和農民合作(zuo)社為(wei)主體的(de)奶業(ye)養殖加工一體化發(fa)展。嚴格生豬(zhu)屠(tu)宰檢疫執法(fa)監管(guan),強化重大動物疫病(bing)和重點(dian)人畜共患病(bing)防(fang)控(kong)。提升飼(si)草(cao)生產(chan)能力(li),加快(kuai)草(cao)原(yuan)畜牧(mu)業(ye)轉型升級。

(三)強化耕地保護和質量提升。嚴格耕(geng)地總量管(guan)控(kong)和“以(yi)補定占(zhan)”,將各類耕(geng)地占(zhan)用納入占(zhan)補平衡(heng)統(tong)一管(guan)理,確保省(sheng)域(yu)內(nei)年度(du)耕(geng)地總量動態平衡(heng)。完(wan)善補充耕地(di)(di)質(zhi)量評價和驗收標準(zhun)。持續(xu)整治“大棚房(fang)”、侵(qin)占(zhan)耕地(di)(di)“挖湖造景”、亂(luan)占(zhan)耕地(di)(di)建(jian)(jian)房(fang)等問題,堅決(jue)遏制破(po)壞耕地(di)(di)違法行為。制定基本農作物(wu)目錄(lu),建(jian)(jian)立(li)耕地(di)(di)種植(zhi)用途監(jian)測體系(xi)。分類有序(xu)做好耕地(di)(di)“非糧(liang)化(hua)”整改,結合產業發展(zhan)實際(ji)、作物(wu)生(sheng)長周期等設(she)置必要的過(guo)渡期。高質(zhi)量推(tui)進高標準(zhun)農田建(jian)(jian)設(she),優(you)化(hua)建(jian)(jian)設(she)內(nei)(nei)容,完(wan)善農民(min)全過(guo)程(cheng)(cheng)參與項(xiang)目實施(shi)機(ji)制,強化(hua)工程(cheng)(cheng)質(zhi)量全流(liu)程(cheng)(cheng)監(jian)管(guan)。穩(wen)步推(tui)進鹽(yan)堿地(di)(di)綜(zong)合利用試點(dian),加(jia)強東北黑土(tu)區(qu)侵(qin)蝕(shi)溝(gou)、南(nan)方酸化(hua)退(tui)化(hua)耕地(di)(di)治理。分類推(tui)進撂荒地(di)(di)復墾利用。在確保(bao)省域內(nei)(nei)耕地(di)(di)保(bao)護(hu)任務不(bu)降低前提下,穩(wen)妥有序(xu)退(tui)出河(he)道內(nei)(nei)影(ying)響行洪安全等的不(bu)穩(wen)定耕地(di)(di)。加(jia)強傳統梯田保(bao)護(hu)。

(四)推進農業科技力量協同攻關。以科技創新引領先進生產要素集聚,因地制宜發展農業新質生產力。瞄準加快突破關鍵核心技術,強化農業科研資源力量統籌,培育農業科技領軍企業。深入實施種業振興行(xing)動(dong),發(fa)揮“南(nan)繁硅谷”等(deng)重大農(nong)(nong)業科研平臺作用(yong)(yong),加快(kuai)攻克一批突破性品種。繼續推進生物育種產(chan)業化。推動(dong)農(nong)(nong)機裝(zhuang)備高質量發(fa)展(zhan),加快(kuai)國(guo)產(chan)先進適用(yong)(yong)農(nong)(nong)機裝(zhuang)備等(deng)研發(fa)應(ying)(ying)用(yong)(yong),推進老舊農(nong)(nong)機報(bao)廢更新(xin)。支持發(fa)展(zhan)智(zhi)慧農(nong)(nong)業,拓展(zhan)人工智(zhi)能、數據、低空等(deng)技術應(ying)(ying)用(yong)(yong)場景。

(五)加強農業防災減災能力建設。強(qiang)化(hua)氣象為農(nong)服務(wu),加強(qiang)災(zai)害風險監測(ce)(ce)預(yu)警(jing)預(yu)報,用好區域農(nong)業(ye)社會化(hua)服務(wu)中心等力(li)量,最大程度減(jian)(jian)輕災(zai)害損失。建設現代化(hua)防洪減(jian)(jian)災(zai)體(ti)系,全面開展病險水(shui)庫除險加固(gu),加強(qiang)中小河(he)流治(zhi)理(li)和大中型灌區建設改造,推進蓄滯洪區關(guan)鍵設施建設和管理(li)機制改革(ge)。加強(qiang)平原澇區治(zhi)理(li),推進農(nong)田水(shui)利(li)設施建設和溝渠(qu)整治(zhi),加快修復災(zai)毀農(nong)田及灌排設施。加強(qiang)農(nong)田防護林(lin)建設。做好農(nong)作物病蟲害監測(ce)(ce)預(yu)警(jing)和統(tong)防統(tong)治(zhi)。提升森林(lin)草原防滅火能力(li)。

(六)健全糧食生產支持政策體系。落實(shi)稻(dao)谷(gu)、小(xiao)麥最低(di)收購價政(zheng)策,完善玉(yu)米大(da)豆(dou)生產(chan)(chan)者補(bu)(bu)貼(tie)(tie)(tie)、稻(dao)谷(gu)補(bu)(bu)貼(tie)(tie)(tie)政(zheng)策,穩定耕地(di)地(di)力保護補(bu)(bu)貼(tie)(tie)(tie)政(zheng)策。降低(di)產(chan)(chan)糧(liang)大(da)縣(xian)(xian)(xian)農(nong)業保險(xian)縣(xian)(xian)(xian)級保費補(bu)(bu)貼(tie)(tie)(tie)承擔(dan)比例,推動(dong)擴(kuo)大(da)稻(dao)谷(gu)、小(xiao)麥、玉(yu)米、大(da)豆(dou)完全成本保險(xian)和種(zhong)(zhong)植收入(ru)保險(xian)投保面積。鼓勵(li)地(di)方(fang)開展糧(liang)油(you)種(zhong)(zhong)植專項貸款貼(tie)(tie)(tie)息試(shi)點(dian)。健全糧(liang)食(shi)主產(chan)(chan)區(qu)獎補(bu)(bu)激(ji)勵(li)制度,加大(da)對產(chan)(chan)糧(liang)大(da)縣(xian)(xian)(xian)支持。啟動(dong)實(shi)施中央(yang)統籌下(xia)的糧(liang)食(shi)產(chan)(chan)銷區(qu)省際橫向利益補(bu)(bu)償,做好(hao)資(zi)金籌集和分配(pei)。逐步擴(kuo)大(da)產(chan)(chan)糧(liang)大(da)縣(xian)(xian)(xian)公共服務能力提升(sheng)行動(dong)實(shi)施范圍。

(七)完善農產品貿易與生產協調機制。綜合施策推動糧食等重要農產品價格保持在合理水平,穩定市場供(gong)需,保(bao)護(hu)種糧農(nong)民積極(ji)性,維護(hu)好(hao)農(nong)民利益。嚴(yan)厲(li)打擊農(nong)產品走私等違(wei)法行為。加強口岸生物安全體(ti)系建設。健全農(nong)產品產業(ye)損(sun)害預(yu)警體(ti)系。有序做好(hao)糧食收(shou)購,強化儲備(bei)糧監管。加強農(nong)產品市(shi)場信息發布(bu)和預(yu)期(qi)引導。

(八)構建多元化食物供給體系。踐行大(da)(da)農(nong)業觀、大(da)(da)食(shi)(shi)(shi)物(wu)觀,全(quan)方位多途徑開(kai)發(fa)食(shi)(shi)(shi)物(wu)資源。加強蔬菜應(ying)急(ji)保供基地建(jian)(jian)設,實施大(da)(da)中城市(shi)周(zhou)邊現代設施農(nong)業更新工程。促進漁業高質量(liang)(liang)發(fa)展(zhan),支持發(fa)展(zhan)深遠海養殖,建(jian)(jian)設海上牧場(chang)。發(fa)展(zhan)森(sen)(sen)林食(shi)(shi)(shi)品(pin),豐富(fu)“森(sen)(sen)林糧(liang)(liang)庫”。推(tui)動食(shi)(shi)(shi)用(yong)菌(jun)產(chan)(chan)業提質增效,促進藻類食(shi)(shi)(shi)物(wu)開(kai)發(fa)。培育(yu)發(fa)展(zhan)生物(wu)農(nong)業,開(kai)拓新型(xing)食(shi)(shi)(shi)品(pin)資源。加快建(jian)(jian)立糧(liang)(liang)食(shi)(shi)(shi)和大(da)(da)食(shi)(shi)(shi)物(wu)統(tong)計(ji)監(jian)測體系。強化食(shi)(shi)(shi)品(pin)安(an)全(quan)和農(nong)產(chan)(chan)品(pin)質量(liang)(liang)安(an)全(quan)監(jian)管,深化農(nong)產(chan)(chan)品(pin)藥(yao)物(wu)殘留治理,推(tui)進獸用(yong)抗菌(jun)藥(yao)減(jian)量(liang)(liang)使用(yong)。

(九)健全糧食和食物節約長效機制。扎實(shi)推(tui)進糧(liang)食(shi)節約(yue)和反食(shi)品浪費(fei)行動,建立健全(quan)激勵(li)約(yue)束機(ji)制。大力提倡健康飲食(shi),加強公共食(shi)堂、餐飲機(ji)構等用(yong)油(you)指(zhi)導,推(tui)廣減(jian)油(you)減(jian)鹽減(jian)糖和全(quan)谷物等膳食(shi)。推(tui)動糧(liang)食(shi)機(ji)收減(jian)損、適度(du)加工和科學儲存。

二、持續鞏固拓展脫貧攻堅成果

(十)守牢不發生規模性返貧致貧底線。持續(xu)鞏固(gu)提(ti)升“三保障”和飲(yin)水安全(quan)保障成果(guo),加強易(yi)地(di)搬遷后續(xu)扶(fu)持,防止思想松(song)懈、工作松(song)勁。提(ti)升防止返(fan)貧(pin)(pin)致(zhi)貧(pin)(pin)監(jian)測幫扶(fu)效(xiao)能,及時將存在返(fan)貧(pin)(pin)致(zhi)貧(pin)(pin)風險的(de)農戶納入(ru)幫扶(fu)。深入(ru)開展防止返(fan)貧(pin)(pin)就業攻堅行動,增強幫扶(fu)車間就業吸納能力,穩定脫貧(pin)(pin)人口(kou)務(wu)工規模和收入(ru)。按照鞏固(gu)、升級、盤活(huo)、調整(zheng)原則,分類推進幫扶(fu)產業提(ti)質增效(xiao)。深入(ru)開展科技、醫療、教(jiao)育干部人才“組團式”幫扶(fu)。加強消費幫扶(fu)平臺企(qi)業和產品管理。

(十一)統籌建立農村防止返貧致貧機制和低收入人口、欠發達地區分層分類幫扶制度。開(kai)(kai)展鞏(gong)固拓展脫貧攻堅(jian)成果同鄉村振興有(you)效(xiao)銜接總體評估,研究制(zhi)定(ding)過渡(du)期后幫(bang)扶政策體系。統籌開(kai)(kai)展農村低(di)收(shou)入(ru)人口(kou)及防(fang)止(zhi)返貧致貧對象的(de)識別認定(ding)。注重激發(fa)內生動力,強(qiang)化(hua)對有(you)勞動能力的(de)農村低(di)收(shou)入(ru)人口(kou)的(de)開(kai)(kai)發(fa)式幫(bang)扶,加(jia)強(qiang)社會救(jiu)助兜底(di)保障,支(zhi)持(chi)欠發(fa)達地(di)區振興發(fa)展,建立分層分類幫(bang)扶制(zhi)度,通過東西部協作(zuo)、定(ding)點幫(bang)扶等機制(zhi)給予差異(yi)化(hua)支(zhi)持(chi)。

(十二)健全脫貧攻堅國家投入形成資產的長效管理機制。全面清查脫貧攻堅國家投入形(xing)成資(zi)(zi)(zi)產(chan)(chan)(chan)(chan),建立(li)統(tong)一的資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)登記(ji)管(guan)理臺賬。制(zhi)(zhi)定(ding)幫扶項目(mu)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)管(guan)理辦法,健全資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)形(xing)成、確權(quan)移(yi)交、管(guan)護(hu)運營(ying)(ying)、收益(yi)分(fen)配等(deng)全程監(jian)管(guan)制(zhi)(zhi)度,推動經營(ying)(ying)性資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)保值增效、公益(yi)性資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)持續發揮作用(yong)。完善資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)分(fen)類處置(zhi)制(zhi)(zhi)度,支持各(ge)地盤活低效閑(xian)置(zhi)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)。

三、著力壯大縣域富民產業

(十三)發展鄉村特色產業。堅持按市場規律辦事,大力發展綠色、特色農產品種養,推進農產品加工業轉型升級,實施農業品牌精品培育計劃,打造特色農業產業集群,提升農業產業化水平。深入實施農村產業融合發展項目,培育鄉村新產業新業態。推進鄉村文化和旅游深度融合,開展文化產業賦能鄉村振興試點,提升鄉村旅游特色化、精品化、規范化水平。加快構建農產品和農資現代流通網絡,支持各類主體協同共建供應鏈。推動農村電商高質量(liang)發展。

(十四)完善聯農帶農機制。健全新(xin)型(xing)農(nong)業(ye)經營(ying)主體扶持政策同帶動農(nong)戶(hu)增(zeng)(zeng)收掛鉤(gou)機制,將聯農(nong)帶農(nong)作為(wei)政策傾斜的重(zhong)要依(yi)據。引(yin)導企業(ye)、農(nong)民合(he)作社、家(jia)庭農(nong)場與(yu)農(nong)戶(hu)等緊密聯合(he)與(yu)合(he)作,通(tong)過保底分紅、入股參(can)股、服務(wu)帶動等方式,讓農(nong)民更多分享產(chan)業(ye)增(zeng)(zeng)值收益(yi)。規范(fan)和(he)引(yin)導農(nong)業(ye)農(nong)村領域社會投(tou)資,健全風險(xian)防范(fan)機制。

(十五)拓寬農民增收渠道。引(yin)導農(nong)(nong)(nong)民(min)發(fa)展適合家庭經營(ying)的(de)產業(ye)(ye)項目,因地制宜發(fa)展庭院經濟(ji)、林下經濟(ji)、民(min)宿經濟(ji)。加大(da)穩崗就業(ye)(ye)政策支持力(li)度,強(qiang)化就業(ye)(ye)服務和勞務協(xie)作,培育推介特(te)色勞務品牌。推進家政興農(nong)(nong)(nong)行動。加強(qiang)大(da)齡農(nong)(nong)(nong)民(min)工(gong)就業(ye)(ye)扶持。推動農(nong)(nong)(nong)民(min)工(gong)工(gong)資支付(fu)保障制度全(quan)面(mian)覆蓋(gai)和有(you)效(xiao)運轉(zhuan),依法糾(jiu)治各(ge)類(lei)欠薪問題。發(fa)展各(ge)具特(te)色的(de)縣域經濟(ji),支持發(fa)展就業(ye)(ye)容(rong)量大(da)的(de)富民(min)產業(ye)(ye),促(cu)進農(nong)(nong)(nong)民(min)就近就業(ye)(ye)增收。實施(shi)(shi)數字(zi)鄉村(cun)強(qiang)農(nong)(nong)(nong)惠農(nong)(nong)(nong)富農(nong)(nong)(nong)專項行動。擴(kuo)大(da)以工(gong)代賑項目實施(shi)(shi)規模,在重點工(gong)程項目和農(nong)(nong)(nong)業(ye)(ye)農(nong)(nong)(nong)村(cun)基礎設施(shi)(shi)建設領域推廣以工(gong)代賑。

四、著力推進鄉村建設

(十六)統籌縣域城鄉規劃布局。順應(ying)人口變化(hua)趨勢,推(tui)動(dong)鄉村全面振(zhen)興與新型城鎮化(hua)有機(ji)結合,發揮縣(xian)鄉國土空間規劃(hua)的空間統籌和(he)要素保障作用,促進城鄉產業發展(zhan)、基礎設施、公(gong)共服務一(yi)體化(hua)。提高村(cun)莊規劃編制質量和實效,不得要求村(cun)莊規劃編制全覆蓋,對(dui)不需要編制的可在縣(xian)鄉國土空間規劃中管(guan)控引導或出臺通則式管(guan)理規定。合理確定(ding)村莊建(jian)設(she)重點和優(you)先序,統籌(chou)建(jian)設(she)和管護(hu),探索具有(you)地(di)域特色的(de)鄉村建(jian)設(she)模(mo)式。在耕地(di)總(zong)量(liang)不減少、永久基(ji)本農田(tian)布(bu)局(ju)基(ji)本穩(wen)定(ding)的(de)前提下,開展(zhan)以(yi)(yi)縣域為統籌(chou)單元(yuan)、以(yi)(yi)鄉鎮為基(ji)本實施單元(yuan)的(de)全域土地(di)綜合整治。

(十八)提高農村基本公共服務水平。優化區域(yu)教(jiao)育資源配置,提(ti)升寄宿制學(xue)校辦(ban)(ban)學(xue)條件和消防、安全(quan)等管(guan)理(li)水平(ping),辦(ban)(ban)好(hao)必要的鄉村小規(gui)模學(xue)校。全(quan)面(mian)(mian)加強農(nong)村義務(wu)教(jiao)育學(xue)生營養(yang)改善計(ji)劃管(guan)理(li),確(que)保(bao)食品安全(quan)和資金規(gui)范(fan)使用。以人(ren)(ren)員下沉為(wei)重點(dian)推進緊密型縣域(yu)醫(yi)(yi)共體建(jian)設,提(ti)升中心鄉鎮(zhen)衛生院服務(wu)能力,推動遠(yuan)程醫(yi)(yi)療服務(wu)體系建(jian)設。加強農(nong)村傳染病(bing)防控(kong)和應急(ji)處置能力建(jian)設,深入開(kai)展(zhan)全(quan)民健(jian)身和愛國(guo)衛生運動。健(jian)全(quan)基本(ben)醫(yi)(yi)保(bao)參保(bao)長效機制,對連續(xu)參保(bao)和當年(nian)(nian)零報銷的農(nong)村居(ju)民,提(ti)高(gao)次年(nian)(nian)大病(bing)保(bao)險最高(gao)支付限額。逐步提(ti)高(gao)城(cheng)鄉居(ju)民基本(ben)養(yang)老保(bao)險基礎養(yang)老金。健(jian)全(quan)縣鄉村三(san)級養(yang)老服務(wu)網(wang)絡,開(kai)展(zhan)縣域(yu)養(yang)老服務(wu)體系創新試點(dian),鼓勵開(kai)展(zhan)村級互(hu)助(zhu)性養(yang)老服務(wu)。發(fa)展(zhan)農(nong)村嬰幼(you)兒(er)(er)照(zhao)護(hu)服務(wu)。擴大未成年(nian)(nian)人(ren)(ren)救助(zhu)保(bao)護(hu)機構覆蓋面(mian)(mian),提(ti)升留(liu)守兒(er)(er)童和困境兒(er)(er)童關愛服務(wu)質量(liang)。加強殘疾人(ren)(ren)保(bao)障和康復(fu)救助(zhu)。

(十九)加強農村生態環境治理。深入(ru)打(da)好農(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)村(cun)污(wu)(wu)染治(zhi)(zhi)(zhi)理(li)攻堅(jian)戰(zhan),持續推(tui)進農(nong)(nong)(nong)(nong)村(cun)人(ren)居環境(jing)整(zheng)治(zhi)(zhi)(zhi)提升(sheng),建設美(mei)麗鄉村(cun)。健全農(nong)(nong)(nong)(nong)村(cun)改廁實施機制,完善社(she)會(hui)化管(guan)護(hu)和(he)服務體(ti)系。因地制宜選擇農(nong)(nong)(nong)(nong)村(cun)生(sheng)(sheng)活污(wu)(wu)水(shui)(shui)治(zhi)(zhi)(zhi)理(li)模式,推(tui)動(dong)廁所糞(fen)污(wu)(wu)和(he)生(sheng)(sheng)活污(wu)(wu)水(shui)(shui)協同(tong)治(zhi)(zhi)(zhi)理(li),基本消除農(nong)(nong)(nong)(nong)村(cun)較大面積黑臭水(shui)(shui)體(ti)。推(tui)動(dong)農(nong)(nong)(nong)(nong)村(cun)生(sheng)(sheng)活垃(la)圾源(yuan)頭減(jian)量、就地就近處理(li)和(he)資源(yuan)化利(li)用(yong)。強化農(nong)(nong)(nong)(nong)業面源(yuan)污(wu)(wu)染突出(chu)區域(yu)系統治(zhi)(zhi)(zhi)理(li),加強畜禽糞(fen)污(wu)(wu)資源(yuan)化利(li)用(yong)和(he)水(shui)(shui)產(chan)養殖尾水(shui)(shui)處理(li)。推(tui)進受污(wu)(wu)染耕地安全利(li)用(yong),加強農(nong)(nong)(nong)(nong)用(yong)地土壤重金屬污(wu)(wu)染溯源(yuan)和(he)整(zheng)治(zhi)(zhi)(zhi)。支持秸稈綜合利(li)用(yong),精(jing)準劃(hua)定(ding)(ding)禁燒范圍(wei),依(yi)法依(yi)規落實禁燒管(guan)控要求。大力推(tui)進“三北”工程(cheng),強化資源(yuan)協同(tong)和(he)聯(lian)(lian)防(fang)聯(lian)(lian)治(zhi)(zhi)(zhi),提升(sheng)防(fang)沙治(zhi)(zhi)(zhi)沙綜合治(zhi)(zhi)(zhi)理(li)效果(guo)。加強草原生(sheng)(sheng)態保(bao)護(hu)修(xiu)復(fu)。推(tui)進生(sheng)(sheng)態清潔(jie)小流域(yu)建設。堅(jian)定(ding)(ding)推(tui)進長(chang)江十(shi)年禁漁,強化長(chang)江珍稀瀕(bin)危物種拯救和(he)重要棲息地生(sheng)(sheng)態修(xiu)復(fu)。

五、著力健全鄉村治理體系

(二十)加強農村基層黨組織建設。深(shen)入(ru)推進抓黨(dang)建促(cu)鄉(xiang)村(cun)(cun)振(zhen)興(xing),堅持以黨(dang)建引領(ling)基(ji)層(ceng)治(zhi)理(li),提高基(ji)層(ceng)黨(dang)組(zu)織(zhi)領(ling)導能力。保持縣級(ji)黨(dang)政領(ling)導班(ban)子成員任期(qi)穩定,持續(xu)加強鄉(xiang)鎮領(ling)導班(ban)子和(he)干部(bu)隊伍建設(she),著力解決部(bu)分年輕(qing)干部(bu)在(zai)農(nong)(nong)村(cun)(cun)基(ji)層(ceng)“水土(tu)不服”問(wen)(wen)題。做好全國村(cun)(cun)“兩委”換(huan)屆,集(ji)中整頓(dun)軟弱渙散村(cun)(cun)黨(dang)組(zu)織(zhi),推動駐村(cun)(cun)第一書記(ji)和(he)工作(zuo)隊擔當作(zuo)為。加強農(nong)(nong)村(cun)(cun)黨(dang)員、干部(bu)教育培訓。完(wan)善(shan)(shan)基(ji)層(ceng)監督(du)體(ti)系,嚴格村(cun)(cun)干部(bu)特(te)別是“一肩挑”人員管理(li)監督(du)。進一步完(wan)善(shan)(shan)村(cun)(cun)務公開(kai)(kai)和(he)民(min)主議事(shi)制度(du),支持農(nong)(nong)民(min)群眾多渠道(dao)參與村(cun)(cun)級(ji)議事(shi)協商(shang)。持續(xu)深(shen)化整治(zhi)鄉(xiang)村(cun)(cun)振(zhen)興(xing)領(ling)域不正之風和(he)腐敗問(wen)(wen)題,扎實開(kai)(kai)展對村(cun)(cun)巡察,細化完(wan)善(shan)(shan)新時代農(nong)(nong)村(cun)(cun)基(ji)層(ceng)干部(bu)廉潔履(lv)行職責規范。

(二十一)持續整治形式主義為基層減負。全面建立鄉(xiang)鎮(zhen)(街道(dao))履行(xing)職責事項(xiang)清(qing)單,強化執行(xing)情況監督評估,健(jian)全動態調整機(ji)(ji)制。健(jian)全從縣鄉(xiang)借調工作(zuo)人員從嚴管控長(chang)效機(ji)(ji)制。嚴格控制對(dui)基(ji)層開展督查檢查考核(he),精簡優化涉農考核(he)。鞏固“一(yi)票否決”和簽訂責任狀(zhuang)事項(xiang)清(qing)理(li)成果(guo)。清(qing)理(li)整合面向(xiang)基(ji)層的政務應(ying)用(yong)程(cheng)序,持續(xu)深化整治(zhi)“指尖上的形式(shi)主義”。推進(jin)農村基(ji)層網格化治(zhi)理(li)“多格合一(yi)”。通過“減上補下”等方(fang)式(shi)推動編(bian)制資(zi)源向(xiang)鄉(xiang)鎮(zhen)(街道(dao))傾斜,加強分類管理(li)、統(tong)籌(chou)使用(yong)。

(二十二)加強文明鄉風建設。進(jin)一步加強(qiang)(qiang)(qiang)新(xin)時代(dai)農村(cun)精神文明建設,強(qiang)(qiang)(qiang)化(hua)思想政治引(yin)領,實(shi)施文明鄉風(feng)建設工(gong)(gong)程,推動黨(dang)的創新(xin)理論更加深入(ru)人心(xin)、社會主義(yi)核(he)心(xin)價值(zhi)觀廣泛踐(jian)行。培育時代(dai)新(xin)風(feng)新(xin)貌,深化(hua)“我為群眾(zhong)辦(ban)實(shi)事”等實(shi)踐(jian)活(huo)(huo)動,推進(jin)和睦家庭與(yu)和諧鄰里(li)建設。加強(qiang)(qiang)(qiang)民族團結(jie)進(jin)步宣(xuan)傳教(jiao)育,鑄(zhu)牢中華民族共(gong)同(tong)體意識(shi)。建立優質文化(hua)資(zi)源直(zhi)達基層(ceng)機制,豐富農村(cun)文化(hua)服務和產(chan)品供(gong)給,創新(xin)開展(zhan)“戲曲進(jin)鄉村(cun)”等文化(hua)惠民活(huo)(huo)動,加強(qiang)(qiang)(qiang)鄉土文化(hua)能(neng)人扶持,引(yin)導群眾(zhong)性文體活(huo)(huo)動健康發(fa)展(zhan)。推進(jin)傳統村(cun)落(luo)特色保護區建設,加強(qiang)(qiang)(qiang)鄉村(cun)文化(hua)遺產(chan)保護傳承和活(huo)(huo)化(hua)利(li)用,深入(ru)實(shi)施鄉村(cun)文物保護工(gong)(gong)程。

(二十三)推進農村移風易俗。推(tui)進農村(cun)高額(e)彩禮問題(ti)綜合(he)治(zhi)理(li),發揮婦聯、共青團等組(zu)織作用,加(jia)(jia)強對農村(cun)適婚(hun)群體的公益性婚(hun)戀服務和關(guan)心關(guan)愛(ai)。加(jia)(jia)大(da)對婚(hun)托婚(hun)騙等違法(fa)行為的打擊力度。加(jia)(jia)強宗祠規(gui)范管理(li)。深(shen)(shen)化殯(bin)葬(zang)改革,推(tui)進公益性生態安(an)葬(zang)設(she)施建設(she)。持續整治(zhi)人情攀比、大(da)操大(da)辦、厚(hou)葬(zang)薄養、散埋亂葬(zang)等突出問題(ti),完善約束(shu)性規(gui)范和倡導性標準。規(gui)范農村(cun)演出市(shi)場,深(shen)(shen)入整治(zhi)低俗表演活動。加(jia)(jia)強農村(cun)科普陣地建設(she),反對封建迷信。

(二十四)維護農村穩定安寧。堅(jian)持(chi)和(he)發展新時代“楓橋(qiao)經驗”,強(qiang)化(hua)(hua)農(nong)(nong)村(cun)(cun)(cun)矛(mao)盾糾紛排(pai)查(cha)化(hua)(hua)解,完善(shan)信息共享、協同解決機(ji)(ji)制,營造積極健康的社會氛圍(wei)。健全農(nong)(nong)村(cun)(cun)(cun)地區掃黑除惡常(chang)態化(hua)(hua)機(ji)(ji)制,防范(fan)遏制“村(cun)(cun)(cun)霸(ba)”、家族宗族黑惡勢力滋生蔓延。加強(qiang)農(nong)(nong)村(cun)(cun)(cun)宗教事(shi)務管(guan)理。深入打擊整治(zhi)農(nong)(nong)村(cun)(cun)(cun)賭博,筑牢(lao)農(nong)(nong)村(cun)(cun)(cun)禁(jin)毒(du)防線(xian),嚴厲打擊涉農(nong)(nong)領域傳銷、詐騙(pian)等經濟犯罪。健全農(nong)(nong)村(cun)(cun)(cun)應急管(guan)理組織體系,強(qiang)化(hua)(hua)農(nong)(nong)村(cun)(cun)(cun)道路交通(tong)、燃(ran)氣(qi)、消防、自(zi)建房等領域安全風險(xian)源(yuan)頭管(guan)控和(he)排(pai)查(cha)整治(zhi)。

六、著力健全要素保障和優化配置體制機制

(二十五)穩定和完善農村土地承包關系。堅持“大(da)(da)穩定、小調整”,有序(xu)推進第二輪土地承(cheng)包(bao)到期后再(zai)延(yan)長三(san)十年試點,擴大(da)(da)整省(sheng)試點范圍,妥善化(hua)解(jie)延(yan)包(bao)中的矛盾糾紛,確保(bao)絕大(da)(da)多數農戶承(cheng)包(bao)地總體順(shun)延(yan)、保(bao)持穩定。健全(quan)承(cheng)包(bao)地經營(ying)權(quan)流(liu)轉(zhuan)管(guan)理服務(wu)制度,不(bu)得通(tong)(tong)過(guo)下(xia)指標、定任務(wu)等(deng)(deng)方式推動土地流(liu)轉(zhuan)。鼓勵通(tong)(tong)過(guo)發布流(liu)轉(zhuan)價格(ge)指數、實物計(ji)租等(deng)(deng)方式,推動流(liu)轉(zhuan)費用穩定在合(he)理水平(ping)。培育新型農業(ye)經營(ying)主體,提高農業(ye)社會化(hua)服務(wu)質(zhi)效,增強帶動農戶能力。 

(二十六)管好用好農村資源資產。扎實(shi)做好房(fang)(fang)地(di)一體宅基地(di)確權登記(ji)頒證。探索農(nong)戶合法(fa)擁有(you)(you)的(de)住(zhu)房(fang)(fang)通過出租、入(ru)(ru)(ru)股、合作(zuo)等方式(shi)盤(pan)活利用的(de)有(you)(you)效(xiao)實(shi)現形式(shi)。不(bu)允(yun)許(xu)城鎮(zhen)居民到農(nong)村購買農(nong)房(fang)(fang)、宅基地(di),不(bu)允(yun)許(xu)退休干(gan)部到農(nong)村占(zhan)地(di)建房(fang)(fang)。有(you)(you)序推進農(nong)村集體經營性建設用地(di)入(ru)(ru)(ru)市改革(ge),健全(quan)收益(yi)分配和(he)(he)(he)權益(yi)保護(hu)機制。因地(di)制宜發展新型農(nong)村集體經濟(ji),不(bu)對集體收入(ru)(ru)(ru)提(ti)硬性目標,嚴控集體經營風(feng)險和(he)(he)(he)債務(wu)。持(chi)續深化農(nong)村集體資金、資產和(he)(he)(he)資源(yuan)管理專項治理。推進新增(zeng)耕地(di)規(gui)范管理和(he)(he)(he)合理利用。

(二十七)創新鄉村振興投融資機制。優先(xian)保障農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村(cun)(cun)(cun)領(ling)域(yu)一(yi)(yi)(yi)般公共預算投入,強(qiang)(qiang)化(hua)績效管理(li)激(ji)勵(li)約束。加大中(zhong)央預算內投資、超長(chang)期(qi)特(te)別國債和地方政府專(zhuan)項債券對農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村(cun)(cun)(cun)領(ling)域(yu)重(zhong)大項目建設的(de)支持(chi)力度。運用(yong)(yong)再(zai)貸款(kuan)、再(zai)貼現、差別化(hua)存款(kuan)準備金(jin)(jin)率等貨幣政策工具,推動金(jin)(jin)融機構(gou)加大對鄉村(cun)(cun)(cun)振(zhen)興領(ling)域(yu)資金(jin)(jin)投放(fang)。支持(chi)金(jin)(jin)融機構(gou)發(fa)行“三農(nong)(nong)(nong)”專(zhuan)項金(jin)(jin)融債券。鼓勵(li)符合條件的(de)企業(ye)發(fa)行鄉村(cun)(cun)(cun)振(zhen)興債券。深入推進(jin)農(nong)(nong)(nong)村(cun)(cun)(cun)信(xin)(xin)用(yong)(yong)體(ti)系建設,加強(qiang)(qiang)涉農(nong)(nong)(nong)信(xin)(xin)用(yong)(yong)信(xin)(xin)息歸集共享。推廣(guang)畜禽活體(ti)、農(nong)(nong)(nong)業(ye)設施等抵押(ya)融資貸款(kuan)。堅持(chi)農(nong)(nong)(nong)村(cun)(cun)(cun)中(zhong)小銀行支農(nong)(nong)(nong)支小定位(wei),“一(yi)(yi)(yi)省一(yi)(yi)(yi)策”加快農(nong)(nong)(nong)村(cun)(cun)(cun)信(xin)(xin)用(yong)(yong)社(she)改(gai)革,穩(wen)妥有序推進(jin)村(cun)(cun)(cun)鎮銀行改(gai)革重(zhong)組。健全多層(ceng)次農(nong)(nong)(nong)業(ye)保險(xian)體(ti)系,支持(chi)發(fa)展特(te)色(se)農(nong)(nong)(nong)產品保險(xian)。嚴厲打擊農(nong)(nong)(nong)村(cun)(cun)(cun)各(ge)類非法金(jin)(jin)融活動。加強(qiang)(qiang)涉農(nong)(nong)(nong)資金(jin)(jin)項目全過程監(jian)管,著力整治騙取(qu)套取(qu)、截留挪用(yong)(yong)惠農(nong)(nong)(nong)資金(jin)(jin)等問題。

(二十八)完善鄉村人才培育和發展機制。實(shi)(shi)施鄉村振(zhen)興人才(cai)支(zhi)持計劃,加強農(nong)民技術技能培訓,壯大(da)農(nong)村各類專業(ye)(ye)(ye)人才(cai)和實(shi)(shi)用人才(cai)隊伍(wu)。推進鄉村工匠培育工程。以產業(ye)(ye)(ye)需(xu)求為導向,優化(hua)調整涉農(nong)學科(ke)專業(ye)(ye)(ye)。提(ti)升涉農(nong)職業(ye)(ye)(ye)教(jiao)育水平,鼓(gu)勵(li)職業(ye)(ye)(ye)學校與農(nong)業(ye)(ye)(ye)企業(ye)(ye)(ye)等組(zu)建產教(jiao)聯合體。扎(zha)實(shi)(shi)推進“三支(zhi)一(yi)扶”計劃、科(ke)技特派員、特崗計劃、大(da)學生(sheng)志愿服(fu)務(wu)西部計劃等基層服(fu)務(wu)項目。深入實施鄉(xiang)村巾(jin)幗追夢人計劃(hua)和鄉(xiang)村振興青春建功行動。支持科技(ji)小(xiao)院扎根農村(cun)助農惠農。繼續實施大學生鄉村(cun)醫(yi)生專項(xiang)計劃。鼓勵和引導城市(shi)人才服務(wu)鄉村(cun),健全評聘(pin)激勵機制(zhi)。

(二十九)統籌推進林業、農墾和供銷社等改革。深(shen)化(hua)集(ji)體(ti)林權(quan)(quan)(quan)制(zhi)(zhi)度(du)改(gai)革(ge),調(diao)整優(you)化(hua)林木采伐管(guan)理(li)(li)(li)制(zhi)(zhi)度(du),賦予權(quan)(quan)(quan)利人更加充分的林木處置權(quan)(quan)(quan)和收益(yi)權(quan)(quan)(quan)。深(shen)化(hua)農(nong)墾改(gai)革(ge),健全(quan)資產監管(guan)和公司治(zhi)理(li)(li)(li)等體(ti)制(zhi)(zhi)機制(zhi)(zhi)。完(wan)善(shan)國有農(nong)用(yong)(yong)地(di)權(quan)(quan)(quan)利體(ti)系,促進(jin)規范管(guan)理(li)(li)(li)利用(yong)(yong)。推(tui)進(jin)供銷(xiao)社(she)綜合改(gai)革(ge)。深(shen)化(hua)農(nong)業水價綜合改(gai)革(ge)和用(yong)(yong)水權(quan)(quan)(quan)改(gai)革(ge),加強(qiang)取用(yong)(yong)水管(guan)理(li)(li)(li),持續推(tui)進(jin)地(di)下(xia)水超采治(zhi)理(li)(li)(li),推(tui)廣運用(yong)(yong)節水灌溉技術。

(三十)健全農業轉移人口市民化機制。推動轉(zhuan)移支(zhi)付、新增建設(she)用地指標、基礎設(she)施建設(she)投資等與(yu)農業(ye)轉(zhuan)移人口市民化(hua)掛(gua)鉤。完善全國公(gong)(gong)開統一的戶籍管(guan)理(li)政務(wu)服務(wu)平臺(tai),推行(xing)由(you)常住地登記戶口提(ti)供基本(ben)公(gong)(gong)共服務(wu)制(zhi)度。鼓勵有條件(jian)的城(cheng)市逐步將穩定(ding)就(jiu)(jiu)業(ye)生(sheng)活的農業(ye)轉(zhuan)移人口納入城(cheng)市住房(fang)保(bao)障(zhang)政策(ce)范圍。進一步提(ti)高農業(ye)轉(zhuan)移人口義務(wu)教育階段隨遷子女在流(liu)入地公(gong)(gong)辦學校就(jiu)(jiu)讀比例。全面取消(xiao)在就(jiu)(jiu)業(ye)地參(can)保(bao)戶籍限(xian)制(zhi)。依(yi)法維護進(jin)城落戶農民的土(tu)地承包(bao)權(quan)、宅(zhai)基地使用權(quan)、集體收益分配(pei)權(quan),探(tan)索建立自愿有償退出的辦法。

辦(ban)好(hao)(hao)農(nong)(nong)村(cun)(cun)的事,實(shi)(shi)現鄉村(cun)(cun)全面振(zhen)興,關鍵在黨(dang)(dang)。必須堅(jian)持不懈(xie)把解決(jue)好(hao)(hao)“三農(nong)(nong)”問(wen)題(ti)作為全黨(dang)(dang)工(gong)作重中之重,夯(hang)實(shi)(shi)五級書記抓(zhua)鄉村(cun)(cun)振(zhen)興政(zheng)治責任,完善(shan)城鄉融(rong)合發(fa)展(zhan)體(ti)制(zhi)(zhi)機制(zhi)(zhi),完善(shan)強農(nong)(nong)惠(hui)農(nong)(nong)富農(nong)(nong)支持制(zhi)(zhi)度(du),推動學習運用“千萬(wan)工(gong)程”經驗走(zou)深走(zou)實(shi)(shi),健全推進(jin)(jin)鄉村(cun)(cun)全面振(zhen)興長效機制(zhi)(zhi)。保持歷(li)史耐(nai)心,盡力(li)(li)而為、量(liang)力(li)(li)而行,集中力(li)(li)量(liang)抓(zhua)好(hao)(hao)辦(ban)成一(yi)批重點(dian)實(shi)(shi)事,讓(rang)農(nong)(nong)民(min)群眾(zhong)可感可及、得到實(shi)(shi)惠(hui)。全面落(luo)實(shi)(shi)“四(si)下基層”制(zhi)(zhi)度(du),走(zou)好(hao)(hao)新時代黨(dang)(dang)的群眾(zhong)路線,密(mi)切黨(dang)(dang)群干(gan)群關系。堅(jian)持從農(nong)(nong)村(cun)(cun)實(shi)(shi)際出發(fa),充(chong)分(fen)尊(zun)重農(nong)(nong)民(min)意愿,改進(jin)(jin)工(gong)作方式方法,防(fang)止(zhi)政(zheng)策執行簡單化和(he)(he)“一(yi)刀(dao)切”。鼓勵各地實(shi)(shi)踐探索(suo)和(he)(he)改革創新,充(chong)分(fen)調(diao)動廣大黨(dang)(dang)員干(gan)部和(he)(he)農(nong)(nong)民(min)群眾(zhong)積極性,激發(fa)鄉村(cun)(cun)全面振(zhen)興動力(li)(li)活力(li)(li)。
