我國(guo)北(bei)方地區眼(yan)下遭遇嚴重干(gan)旱(han),抗旱(han)最(zui)高級別應急響(xiang)應首次啟動,按照農(nong)業生(sheng)產(chan)經驗,大旱(han)過后的病(bing)蟲害防治是極為棘手的問(wen)題。為此,全(quan)國(guo)政協常委(wei)方兆本(ben)提出,應盡快(kuai)規范我國(guo)農(nong)藥市(shi)場,解(jie)決農(nong)藥市(shi)場存在的問(wen)題,謹防蟲災。
方兆本(ben)提(ti)出(chu),農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)作為(wei)重要的農(nong)(nong)(nong)(nong)業(ye)生產資料,在促進農(nong)(nong)(nong)(nong)業(ye)增(zeng)產、農(nong)(nong)(nong)(nong)民增(zeng)收方面發揮著積極作用,但目前農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)市(shi)場存在的問題很多(duo)。我國農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)經(jing)營單位普遍(bian)規模小、攤點多(duo)、分布散(san),農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)經(jing)營人員素質參差不齊,給(gei)農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)市(shi)場監(jian)管工作帶來(lai)難度。另外(wai)一(yi)個值得注意的問題是現在很多(duo)農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)標簽(qian)不規范,存在擅(shan)自(zi)擴(kuo)大(da)使用作物或(huo)防治對象(xiang)、隨意標低(di)用藥(yao)(yao)(yao)量(liang)或(huo)用量(liang)不明確等現象(xiang)。
據方兆本統(tong)計(ji),目前國內市場上(shang)20%—30%左(zuo)右的(de)農(nong)藥(yao)不(bu)合格(ge),其中劣質農(nong)藥(yao)占8%左(zuo)右,同時(shi)銷售過期、失效(xiao)農(nong)藥(yao)的(de)現象時(shi)有發生,無(wu)農(nong)藥(yao)登記證的(de)產品(pin)也能(neng)在市場上(shang)購買到(dao),施(shi)用(yong)國家禁用(yong)、限用(yong)農(nong)藥(yao)的(de)現象屢(lv)禁不(bu)止。
方兆本為(wei)(wei)此(ci)建議,各地區應以農(nong)委為(wei)(wei)主(zhu)體(ti),會同(tong)公安、工商、供銷及技術監督(du)等部門加大對農(nong)藥市場的管理力度(du),嚴懲違(wei)法行為(wei)(wei),對違(wei)法企業(ye)實行定期通(tong)報,列入“黑名單”實行重點監控。
同時(shi),他還建議(yi)對(dui)農(nong)(nong)藥經營者(zhe)實(shi)行(xing)執業資(zi)格制度,提高農(nong)(nong)藥經營準入(ru)條件,健(jian)全縣級(ji)農(nong)(nong)藥質(zhi)量檢測體(ti)系,加強區域性農(nong)(nong)藥質(zhi)量檢測中心(xin)建設。做好對(dui)農(nong)(nong)藥經營主體(ti)的業務培訓,規范其生產經營行(xing)為。搭建專門服務平臺,接受農(nong)(nong)民的信息咨詢、技術咨詢、政策及(ji)法律咨詢、農(nong)(nong)藥質(zhi)量投訴(su)等。
