黑河市供銷社從我省千億斤糧食產能工程和我市種植業雙增工程的大局出發,面對化肥價格上漲、儲備延后、下擺緩慢、市場觀望等新情況,強化工作措施,積極化解價格上漲引起的經營風險,扎實推進淡季儲備,加快下擺銷售,保障了備春耕生產的順利開展。一是搶前抓早。把化肥儲備供應工作作為去冬今春的重點,下發《關于認真做好2011年度化肥淡季儲備工作的通知》,組織指導各縣級社充分發揮自身的組織優勢、經營優勢和服務優勢,克服通脹引起的經營困難,切實承擔起統籌協調當地化肥市場供應工作的責任。
去年10月即組(zu)織縣級社(she)(she)深入(ru)鄉村了解(jie)農(nong)(nong)(nong)民(min)購肥(fei)(fei)(fei)(fei)需求,積極(ji)爭(zheng)取(qu)金(jin)融部門的支持,加(jia)(jia)大自籌(chou)資(zi)金(jin)的力(li)(li)度,主動(dong)(dong)與化(hua)肥(fei)(fei)(fei)(fei)廠商對(dui)(dui)接,簽訂購肥(fei)(fei)(fei)(fei)協議(yi),確(que)保淡季(ji)化(hua)肥(fei)(fei)(fei)(fei)儲(chu)備(bei)(bei)工作(zuo)(zuo)扎實(shi)推進(jin)。二是(shi)明確(que)任務(wu)。受化(hua)肥(fei)(fei)(fei)(fei)生(sheng)產(chan)(chan)原(yuan)料(liao)、運輸成(cheng)(cheng)本漲(zhang)價的推動(dong)(dong),化(hua)肥(fei)(fei)(fei)(fei)每噸(dun)均(jun)價3241.55元(yuan),比(bi)去年增加(jia)(jia)546.85元(yuan)、增幅20.3%。市(shi)社(she)(she)就此認真(zhen)(zhen)分析研究,加(jia)(jia)強與系(xi)(xi)統(tong)(tong)外經營(ying)企業的聯(lian)系(xi)(xi),及(ji)時(shi)反饋當地(di)化(hua)肥(fei)(fei)(fei)(fei)市(shi)場(chang)情況(kuang)(kuang),提(ti)出保供(gong)穩價的對(dui)(dui)策(ce),努力(li)(li)完成(cheng)(cheng)全系(xi)(xi)統(tong)(tong)銷(xiao)(xiao)(xiao)(xiao)(xiao)售化(hua)肥(fei)(fei)(fei)(fei)9.5萬(wan)噸(dun)、淡季(ji)儲(chu)備(bei)(bei)化(hua)肥(fei)(fei)(fei)(fei)4.12萬(wan)噸(dun)的工作(zuo)(zuo)目標(biao)。年初以來繼(ji)續實(shi)行化(hua)肥(fei)(fei)(fei)(fei)市(shi)場(chang)供(gong)求及(ji)價格情況(kuang)(kuang)旬報(bao)制,加(jia)(jia)強動(dong)(dong)態(tai)監測(ce),發(fa)現異(yi)常變化(hua),早(zao)(zao)匯(hui)報(bao)、早(zao)(zao)應對(dui)(dui)、早(zao)(zao)解(jie)決(jue)。三(san)是(shi)積極(ji)儲(chu)備(bei)(bei)。市(shi)供(gong)銷(xiao)(xiao)(xiao)(xiao)(xiao)社(she)(she)系(xi)(xi)統(tong)(tong)籌(chou)措儲(chu)備(bei)(bei)資(zi)金(jin)11,920萬(wan)元(yuan),通(tong)過與生(sheng)產(chan)(chan)廠家、省農(nong)(nong)(nong)資(zi)公司對(dui)(dui)接合作(zuo)(zuo),完成(cheng)(cheng)淡季(ji)化(hua)肥(fei)(fei)(fei)(fei)儲(chu)備(bei)(bei)4.12萬(wan)噸(dun)年度目標(biao),累(lei)計儲(chu)備(bei)(bei)化(hua)肥(fei)(fei)(fei)(fei)10.9萬(wan)噸(dun),同比(bi)持平(ping)。針對(dui)(dui)產(chan)(chan)銷(xiao)(xiao)(xiao)(xiao)(xiao)分離、運輸不便、銷(xiao)(xiao)(xiao)(xiao)(xiao)售旺季(ji)集中、銷(xiao)(xiao)(xiao)(xiao)(xiao)售末(mo)期(qi)價格波動(dong)(dong)的不利(li)因素,供(gong)銷(xiao)(xiao)(xiao)(xiao)(xiao)社(she)(she)農(nong)(nong)(nong)資(zi)企業采取(qu)預(yu)收款銷(xiao)(xiao)(xiao)(xiao)(xiao)售、多退(tui)少不補的方式(shi),動(dong)(dong)員農(nong)(nong)(nong)民(min)及(ji)時(shi)、適時(shi)儲(chu)備(bei)(bei),加(jia)(jia)大銷(xiao)(xiao)(xiao)(xiao)(xiao)售末(mo)期(qi)的調(diao)(diao)運、調(diao)(diao)劑,保證了農(nong)(nong)(nong)民(min)種地(di)及(ji)時(shi)用(yong)(yong)(yong)上肥(fei)(fei)(fei)(fei)、用(yong)(yong)(yong)好肥(fei)(fei)(fei)(fei)。四是(shi)加(jia)(jia)快下擺(bai)。市(shi)供(gong)銷(xiao)(xiao)(xiao)(xiao)(xiao)社(she)(she)系(xi)(xi)統(tong)(tong)銷(xiao)(xiao)(xiao)(xiao)(xiao)售化(hua)肥(fei)(fei)(fei)(fei)10.78萬(wan)噸(dun),比(bi)年度計劃(hua)增加(jia)(jia)1.28萬(wan)噸(dun)。市(shi)縣聯(lian)社(she)(she)和(he)農(nong)(nong)(nong)資(zi)公司通(tong)過土樣處理站、開展“放心農(nong)(nong)(nong)資(zi)下鄉進(jin)村”活動(dong)(dong)等載體,免費(fei)為農(nong)(nong)(nong)民(min)提(ti)供(gong)用(yong)(yong)(yong)肥(fei)(fei)(fei)(fei)用(yong)(yong)(yong)藥(yao)咨詢(xun)10,000人(ren)次(ci),發(fa)放科普資(zi)料(liao)30,000份(fen)(本),測(ce)土配方施(shi)肥(fei)(fei)(fei)(fei)建議(yi)單3,000份(fen),提(ti)高了農(nong)(nong)(nong)民(min)施(shi)肥(fei)(fei)(fei)(fei)用(yong)(yong)(yong)藥(yao)的科技(ji)水平(ping)。全系(xi)(xi)統(tong)(tong)農(nong)(nong)(nong)資(zi)企業和(he)228個農(nong)(nong)(nong)資(zi)農(nong)(nong)(nong)家店及(ji)銷(xiao)(xiao)(xiao)(xiao)(xiao)售網點(dian),堅持延長營(ying)業時(shi)間、開展預(yu)約登記和(he)送貨上門服(fu)務(wu),降低流(liu)通(tong)費(fei)用(yong)(yong)(yong),做到質量保真(zhen)(zhen)、價格保廉(lian)、服(fu)務(wu)保優(you),充分發(fa)揮了主渠道作(zuo)(zuo)用(yong)(yong)(yong)。
