2013年,農(nong)業(ye)農(nong)村發展持續向好、穩(wen)中有(you)進,糧食生產再(zai)創歷(li)史新高,城鄉(xiang)居民收入差距繼續縮小(xiao),農(nong)村改革向縱深推進,農(nong)村民生有(you)新的(de)改善(shan),農(nong)村社(she)會(hui)保持和諧穩(wen)定。
我國經濟社(she)會(hui)(hui)發(fa)展正(zheng)處在轉型(xing)期,農(nong)村改革發(fa)展面臨的(de)環境更(geng)加復雜、困難(nan)挑(tiao)戰增(zeng)多(duo)。工業(ye)(ye)化(hua)信息(xi)化(hua)城鎮化(hua)快速發(fa)展對(dui)同步推進(jin)農(nong)業(ye)(ye)現代(dai)化(hua)的(de)要(yao)求更(geng)為緊(jin)迫,保障糧(liang)食等重要(yao)農(nong)產品供(gong)給與資源環境承(cheng)載(zai)能力的(de)矛盾(dun)日益尖銳,經濟社(she)會(hui)(hui)結構深刻變化(hua)對(dui)創新農(nong)村社(she)會(hui)(hui)管理(li)提(ti)出了亟待破解(jie)的(de)課題。必須全(quan)面貫徹(che)落實黨的(de)十(shi)(shi)八大和(he)十(shi)(shi)八屆三中全(quan)會(hui)(hui)精(jing)神,進(jin)一步解(jie)放思想,穩(wen)中求進(jin),改革創新,堅(jian)決破除體制機(ji)制弊端,堅(jian)持農(nong)業(ye)(ye)基礎地位(wei)不(bu)動(dong)搖,加快推進(jin)農(nong)業(ye)(ye)現代(dai)化(hua)。
全(quan)面深化農(nong)村改革,要(yao)堅持(chi)社(she)會(hui)主義市場經(jing)(jing)濟(ji)改革方向,處理好政府和(he)市場的(de)關系,激(ji)發(fa)農(nong)村經(jing)(jing)濟(ji)社(she)會(hui)活力;要(yao)鼓勵(li)探索創新,在(zai)明確底線的(de)前(qian)提下,支持(chi)地(di)方先行先試,尊重農(nong)民群(qun)眾(zhong)實踐(jian)創造;要(yao)因地(di)制(zhi)宜、循序漸(jian)進,不(bu)搞“一刀切”、不(bu)追求一步(bu)到位,允許采取差異性、過渡(du)性的(de)制(zhi)度和(he)政策安排;要(yao)城(cheng)(cheng)鄉統籌聯動,賦予農(nong)民更多財產權利,推進城(cheng)(cheng)鄉要(yao)素平等交換(huan)和(he)公共資源均衡配置,讓農(nong)民平等參與現代化進程、共同分享現代化成果。
推進中(zhong)國特色農(nong)(nong)(nong)業現(xian)(xian)代化(hua)(hua),要(yao)(yao)(yao)始終把(ba)改革(ge)作為根本動力,立足國情(qing)農(nong)(nong)(nong)情(qing),順應時代要(yao)(yao)(yao)求,堅持(chi)家庭(ting)經(jing)營(ying)為基(ji)礎與(yu)(yu)多種經(jing)營(ying)形式(shi)共同發(fa)展,傳統精耕細作與(yu)(yu)現(xian)(xian)代物質(zhi)技術裝備(bei)相輔相成,實現(xian)(xian)高(gao)產(chan)(chan)高(gao)效與(yu)(yu)資(zi)源生態永續利用(yong)協調(diao)兼顧,加強(qiang)政(zheng)府支持(chi)保護與(yu)(yu)發(fa)揮(hui)市(shi)場配置資(zi)源決定(ding)性作用(yong)功能互補。要(yao)(yao)(yao)以(yi)解(jie)決好(hao)地(di)怎(zen)么(me)種為導向加快構建新型(xing)農(nong)(nong)(nong)業經(jing)營(ying)體系,以(yi)解(jie)決好(hao)地(di)少水(shui)缺的(de)資(zi)源環境(jing)(jing)約(yue)束為導向深入(ru)推進農(nong)(nong)(nong)業發(fa)展方式(shi)轉變,以(yi)滿(man)足吃(chi)(chi)得好(hao)吃(chi)(chi)得安全為導向大力發(fa)展優質(zhi)安全農(nong)(nong)(nong)產(chan)(chan)品,努力走出一條生產(chan)(chan)技術先進、經(jing)營(ying)規(gui)模(mo)適(shi)度、市(shi)場競(jing)爭力強(qiang)、生態環境(jing)(jing)可持(chi)續的(de)中(zhong)國特色新型(xing)農(nong)(nong)(nong)業現(xian)(xian)代化(hua)(hua)道路。
2014年及今后一個時期,農業(ye)農村工作要以鄧小平理(li)論(lun)、“三個代(dai)表”重(zhong)要思想、科(ke)學發展(zhan)觀(guan)為(wei)指導,按(an)照穩(wen)定政策、改(gai)革創新(xin)(xin)、持續發展(zhan)的總要求(qiu),力爭在體(ti)制(zhi)機制(zhi)創新(xin)(xin)上取得新(xin)(xin)突破,在現代(dai)農業(ye)發展(zhan)上取得新(xin)(xin)成就,在社(she)(she)會主義新(xin)(xin)農村建設上取得新(xin)(xin)進展(zhan),為(wei)保持經濟社(she)(she)會持續健康(kang)發展(zhan)提供有力支撐。
一、完(wan)善國家糧食(shi)安全保障(zhang)體系
1.抓緊構建新(xin)形勢下的(de)國(guo)(guo)家糧(liang)(liang)(liang)(liang)食(shi)(shi)安(an)全戰(zhan)略(lve)。把(ba)飯碗牢牢端在(zai)自己(ji)手上,是治國(guo)(guo)理(li)政必須長期堅持的(de)基(ji)本(ben)方(fang)針(zhen)。綜合(he)考慮國(guo)(guo)內資(zi)(zi)源(yuan)環境(jing)條(tiao)件、糧(liang)(liang)(liang)(liang)食(shi)(shi)供求格局(ju)和(he)國(guo)(guo)際貿易(yi)環境(jing)變化,實(shi)施(shi)以(yi)我(wo)為主(zhu)、立足(zu)國(guo)(guo)內、確保產(chan)能、適度(du)(du)進口(kou)、科技支撐的(de)國(guo)(guo)家糧(liang)(liang)(liang)(liang)食(shi)(shi)安(an)全戰(zhan)略(lve)。任何時候都不能放松國(guo)(guo)內糧(liang)(liang)(liang)(liang)食(shi)(shi)生產(chan),嚴守耕地保護紅(hong)線,劃(hua)定永久(jiu)基(ji)本(ben)農(nong)田(tian),不斷提升農(nong)業(ye)(ye)綜合(he)生產(chan)能力(li),確保谷物基(ji)本(ben)自給、口(kou)糧(liang)(liang)(liang)(liang)絕對安(an)全。更加(jia)積極地利用國(guo)(guo)際農(nong)產(chan)品市場(chang)和(he)農(nong)業(ye)(ye)資(zi)(zi)源(yuan),有效調(diao)劑和(he)補充(chong)國(guo)(guo)內糧(liang)(liang)(liang)(liang)食(shi)(shi)供給。在(zai)重(zhong)視(shi)糧(liang)(liang)(liang)(liang)食(shi)(shi)數量的(de)同時,更加(jia)注(zhu)重(zhong)品質和(he)質量安(an)全;在(zai)保障當期供給的(de)同時,更加(jia)注(zhu)重(zhong)農(nong)業(ye)(ye)可持續發(fa)展。加(jia)大力(li)度(du)(du)落實(shi)“米袋子”省長負責(ze)制,進一步明(ming)確中央和(he)地方(fang)的(de)糧(liang)(liang)(liang)(liang)食(shi)(shi)安(an)全責(ze)任與(yu)分工,主(zhu)銷區也要確立糧(liang)(liang)(liang)(liang)食(shi)(shi)面積底線、保證一定的(de)口(kou)糧(liang)(liang)(liang)(liang)自給率。增強全社會節糧(liang)(liang)(liang)(liang)意識,在(zai)生產(chan)流通消(xiao)費全程推廣節糧(liang)(liang)(liang)(liang)減損設施(shi)和(he)技術。
2.完善糧(liang)食等(deng)重要(yao)農產(chan)(chan)品(pin)價(jia)(jia)格(ge)形成(cheng)機(ji)制。繼續堅持(chi)市(shi)場定價(jia)(jia)原(yuan)則(ze),探索推(tui)進農產(chan)(chan)品(pin)價(jia)(jia)格(ge)形成(cheng)機(ji)制與政(zheng)府補(bu)貼脫鉤(gou)的改革,逐(zhu)步(bu)建立農產(chan)(chan)品(pin)目(mu)(mu)(mu)標(biao)價(jia)(jia)格(ge)制度,在市(shi)場價(jia)(jia)格(ge)過高時補(bu)貼低收(shou)入消(xiao)費(fei)者(zhe),在市(shi)場價(jia)(jia)格(ge)低于(yu)目(mu)(mu)(mu)標(biao)價(jia)(jia)格(ge)時按差價(jia)(jia)補(bu)貼生(sheng)(sheng)產(chan)(chan)者(zhe),切實(shi)保證農民(min)收(shou)益(yi)。2014年,啟動東北和內蒙古大豆、新疆棉花(hua)目(mu)(mu)(mu)標(biao)價(jia)(jia)格(ge)補(bu)貼試(shi)點(dian)(dian),探索糧(liang)食、生(sheng)(sheng)豬等(deng)農產(chan)(chan)品(pin)目(mu)(mu)(mu)標(biao)價(jia)(jia)格(ge)保險試(shi)點(dian)(dian),開展糧(liang)食生(sheng)(sheng)產(chan)(chan)規模(mo)經營主(zhu)體營銷貸(dai)款試(shi)點(dian)(dian)。繼續執行稻谷、小麥最低收(shou)購(gou)價(jia)(jia)政(zheng)策和玉米、油菜籽、食糖臨時收(shou)儲政(zheng)策。
3.健(jian)全農(nong)(nong)(nong)產(chan)品(pin)(pin)市場調(diao)控(kong)制(zhi)(zhi)(zhi)度。綜合(he)運用儲備吞(tun)吐、進(jin)出口調(diao)節等手段,合(he)理(li)確(que)定不同農(nong)(nong)(nong)產(chan)品(pin)(pin)價(jia)(jia)格波動調(diao)控(kong)區(qu)間,保障重要農(nong)(nong)(nong)產(chan)品(pin)(pin)市場基本穩定。科(ke)學確(que)定重要農(nong)(nong)(nong)產(chan)品(pin)(pin)儲備功能和規模,強化地(di)方尤其是主(zhu)銷區(qu)的儲備責(ze)(ze)任,優(you)化區(qu)域(yu)布局和品(pin)(pin)種結(jie)構。完善中央(yang)儲備糧管理(li)體制(zhi)(zhi)(zhi),鼓勵符(fu)合(he)條(tiao)件(jian)的多元市場主(zhu)體參(can)與大(da)宗農(nong)(nong)(nong)產(chan)品(pin)(pin)政策性收(shou)儲。健(jian)全“菜(cai)籃子”市長負責(ze)(ze)制(zhi)(zhi)(zhi)考核激(ji)勵機制(zhi)(zhi)(zhi),完善生(sheng)豬(zhu)市場價(jia)(jia)格調(diao)控(kong)體系,抓好牛(niu)羊肉(rou)生(sheng)產(chan)供應(ying)。進(jin)一步開展國家對農(nong)(nong)(nong)業大(da)縣的直接統計調(diao)查(cha)。編(bian)制(zhi)(zhi)(zhi)發布權威性的農(nong)(nong)(nong)產(chan)品(pin)(pin)價(jia)(jia)格指數。
4.合理利(li)用國(guo)(guo)際農(nong)(nong)產(chan)品(pin)(pin)(pin)市場。抓緊(jin)制定重要農(nong)(nong)產(chan)品(pin)(pin)(pin)國(guo)(guo)際貿易戰(zhan)略,加強(qiang)進口農(nong)(nong)產(chan)品(pin)(pin)(pin)規劃指導,優化(hua)進口來源(yuan)地(di)布局,建(jian)立(li)穩定可靠的貿易關系(xi)。有關部門要密切配合,加強(qiang)進出(chu)(chu)境動植物檢(jian)驗檢(jian)疫(yi),打擊(ji)農(nong)(nong)產(chan)品(pin)(pin)(pin)進出(chu)(chu)口走私行為(wei),保(bao)障(zhang)進口農(nong)(nong)產(chan)品(pin)(pin)(pin)質(zhi)量安全和國(guo)(guo)內(nei)產(chan)業(ye)安全。加快(kuai)實施農(nong)(nong)業(ye)走出(chu)(chu)去戰(zhan)略,培(pei)育(yu)具(ju)有國(guo)(guo)際競爭力的糧棉(mian)油等(deng)大型企業(ye)。支持到境外(wai)特別是與周(zhou)邊國(guo)(guo)家開展(zhan)互利(li)共贏的農(nong)(nong)業(ye)生產(chan)和進出(chu)(chu)口合作。鼓(gu)勵(li)金(jin)融(rong)(rong)機構積(ji)極(ji)創新(xin)為(wei)農(nong)(nong)產(chan)品(pin)(pin)(pin)國(guo)(guo)際貿易和農(nong)(nong)業(ye)走出(chu)(chu)去服(fu)務(wu)的金(jin)融(rong)(rong)品(pin)(pin)(pin)種和方(fang)式。探(tan)索建(jian)立(li)農(nong)(nong)產(chan)品(pin)(pin)(pin)國(guo)(guo)際貿易基(ji)金(jin)和海外(wai)農(nong)(nong)業(ye)發展(zhan)基(ji)金(jin)。
5.強化(hua)(hua)農(nong)產品(pin)(pin)質(zhi)量(liang)和食品(pin)(pin)安全(quan)(quan)(quan)監(jian)管(guan)。建立(li)最嚴格的覆蓋全(quan)(quan)(quan)過程的食品(pin)(pin)安全(quan)(quan)(quan)監(jian)管(guan)制度,完善法(fa)律法(fa)規(gui)和標(biao)(biao)準(zhun)(zhun)體系,落實地(di)方(fang)政(zheng)府屬地(di)管(guan)理和生產經營(ying)主體責任。支持標(biao)(biao)準(zhun)(zhun)化(hua)(hua)生產、重點產品(pin)(pin)風險監(jian)測(ce)預(yu)警、食品(pin)(pin)追溯體系建設,加大批發市場質(zhi)量(liang)安全(quan)(quan)(quan)檢驗(yan)檢測(ce)費用補(bu)助力度。加快推進縣鄉食品(pin)(pin)、農(nong)產品(pin)(pin)質(zhi)量(liang)安全(quan)(quan)(quan)檢測(ce)體系和監(jian)管(guan)能力建設。嚴格農(nong)業投入品(pin)(pin)管(guan)理,大力開展園藝作物標(biao)(biao)準(zhun)(zhun)園、畜禽(qin)規(gui)模(mo)化(hua)(hua)養殖(zhi)、水產健(jian)康養殖(zhi)等創建活動。完善農(nong)產品(pin)(pin)質(zhi)量(liang)和食品(pin)(pin)安全(quan)(quan)(quan)工作考核評價制度,開展示范市、縣創建試點。
二(er)、強化農業支持保(bao)護制度
6.健全“三(san)農(nong)(nong)”投入穩定(ding)增長機制。完善(shan)財(cai)政(zheng)(zheng)支農(nong)(nong)政(zheng)(zheng)策(ce),增加“三(san)農(nong)(nong)”支出(chu)。公共(gong)財(cai)政(zheng)(zheng)要(yao)堅持把“三(san)農(nong)(nong)”作為支出(chu)重點,中央基建投資繼續向“三(san)農(nong)(nong)”傾斜(xie),優先保證“三(san)農(nong)(nong)”投入穩定(ding)增長。拓寬“三(san)農(nong)(nong)”投入資金渠(qu)道,充分發揮財(cai)政(zheng)(zheng)資金引導作用,通(tong)過貼息、獎勵、風險補償、稅費(fei)減免等措(cuo)施,帶(dai)動金融和社會資金更多(duo)投入農(nong)(nong)業農(nong)(nong)村。
7.完(wan)善(shan)(shan)農業(ye)補(bu)(bu)貼(tie)(tie)(tie)(tie)(tie)政策(ce)。按(an)照(zhao)穩(wen)定存量、增加總量、完(wan)善(shan)(shan)方(fang)法、逐步調整的要求,積(ji)極開(kai)展改進(jin)農業(ye)補(bu)(bu)貼(tie)(tie)(tie)(tie)(tie)辦(ban)法的試(shi)點(dian)試(shi)驗。繼(ji)續(xu)實行種(zhong)(zhong)糧(liang)(liang)農民(min)直(zhi)接補(bu)(bu)貼(tie)(tie)(tie)(tie)(tie)、良(liang)種(zhong)(zhong)補(bu)(bu)貼(tie)(tie)(tie)(tie)(tie)、農資綜合補(bu)(bu)貼(tie)(tie)(tie)(tie)(tie)等政策(ce),新增補(bu)(bu)貼(tie)(tie)(tie)(tie)(tie)向糧(liang)(liang)食等重要農產品、新型(xing)農業(ye)經營(ying)主(zhu)體、主(zhu)產區傾(qing)斜。在有條件的地(di)方(fang)開(kai)展按(an)實際糧(liang)(liang)食播(bo)種(zhong)(zhong)面積(ji)或產量對生產者(zhe)補(bu)(bu)貼(tie)(tie)(tie)(tie)(tie)試(shi)點(dian),提(ti)高(gao)補(bu)(bu)貼(tie)(tie)(tie)(tie)(tie)精(jing)準性、指(zhi)向性。加大農機(ji)購置補(bu)(bu)貼(tie)(tie)(tie)(tie)(tie)力(li)度,完(wan)善(shan)(shan)補(bu)(bu)貼(tie)(tie)(tie)(tie)(tie)辦(ban)法,繼(ji)續(xu)推進(jin)農機(ji)報廢更新補(bu)(bu)貼(tie)(tie)(tie)(tie)(tie)試(shi)點(dian)。強化農業(ye)防災減災穩(wen)產增產關鍵技術補(bu)(bu)助。繼(ji)續(xu)實施畜牧良(liang)種(zhong)(zhong)補(bu)(bu)貼(tie)(tie)(tie)(tie)(tie)政策(ce)。
8.加快建(jian)立利(li)益補(bu)(bu)償(chang)(chang)機制(zhi)。加大(da)對(dui)糧(liang)(liang)(liang)食(shi)主(zhu)產(chan)區(qu)的財政轉移支(zhi)付(fu)力度,增加對(dui)商(shang)品糧(liang)(liang)(liang)生(sheng)(sheng)(sheng)產(chan)大(da)省和糧(liang)(liang)(liang)油豬生(sheng)(sheng)(sheng)產(chan)大(da)縣的獎勵補(bu)(bu)助,鼓勵主(zhu)銷區(qu)通過多種方式(shi)到主(zhu)產(chan)區(qu)投資(zi)建(jian)設糧(liang)(liang)(liang)食(shi)生(sheng)(sheng)(sheng)產(chan)基地(di),更多地(di)承擔(dan)國家糧(liang)(liang)(liang)食(shi)儲(chu)備(bei)任務,完(wan)善糧(liang)(liang)(liang)食(shi)主(zhu)產(chan)區(qu)利(li)益補(bu)(bu)償(chang)(chang)機制(zhi)。支(zhi)持(chi)糧(liang)(liang)(liang)食(shi)主(zhu)產(chan)區(qu)發展(zhan)糧(liang)(liang)(liang)食(shi)加工(gong)業。降(jiang)低或取(qu)消產(chan)糧(liang)(liang)(liang)大(da)縣直(zhi)接用(yong)于糧(liang)(liang)(liang)食(shi)生(sheng)(sheng)(sheng)產(chan)等(deng)建(jian)設項目資(zi)金配套。完(wan)善森林、草原、濕地(di)、水(shui)土保持(chi)等(deng)生(sheng)(sheng)(sheng)態(tai)補(bu)(bu)償(chang)(chang)制(zhi)度,繼續執行公益林補(bu)(bu)償(chang)(chang)、草原生(sheng)(sheng)(sheng)態(tai)保護補(bu)(bu)助獎勵政策,建(jian)立江河源頭區(qu)、重要水(shui)源地(di)、重要水(shui)生(sheng)(sheng)(sheng)態(tai)修復(fu)治理(li)區(qu)和蓄滯洪區(qu)生(sheng)(sheng)(sheng)態(tai)補(bu)(bu)償(chang)(chang)機制(zhi)。支(zhi)持(chi)地(di)方開(kai)展(zhan)耕地(di)保護補(bu)(bu)償(chang)(chang)。
9.整(zheng)合和(he)(he)(he)統(tong)籌(chou)(chou)使用(yong)涉(she)(she)(she)農(nong)資(zi)(zi)(zi)(zi)金。穩步(bu)推進從財政預算編(bian)制環節清(qing)理和(he)(he)(he)歸(gui)并(bing)整(zheng)合涉(she)(she)(she)農(nong)資(zi)(zi)(zi)(zi)金。支(zhi)持(chi)黑(hei)龍江省(sheng)進行涉(she)(she)(she)農(nong)資(zi)(zi)(zi)(zi)金整(zheng)合試(shi)點,在(zai)認真(zhen)總結經驗(yan)基礎上(shang),推動符合條(tiao)件的(de)地方(fang)開展(zhan)涉(she)(she)(she)農(nong)資(zi)(zi)(zi)(zi)金整(zheng)合試(shi)驗(yan)。改(gai)革項(xiang)(xiang)(xiang)目(mu)(mu)審批制度,創(chuang)造(zao)條(tiao)件逐步(bu)下放中央和(he)(he)(he)省(sheng)級(ji)涉(she)(she)(she)農(nong)資(zi)(zi)(zi)(zi)金項(xiang)(xiang)(xiang)目(mu)(mu)審批權限(xian)。改(gai)革項(xiang)(xiang)(xiang)目(mu)(mu)管(guan)(guan)理辦法(fa),加快項(xiang)(xiang)(xiang)目(mu)(mu)實(shi)(shi)施和(he)(he)(he)預算執行,切實(shi)(shi)提高監(jian)管(guan)(guan)水平。加強專(zhuan)項(xiang)(xiang)(xiang)扶貧(pin)資(zi)(zi)(zi)(zi)金監(jian)管(guan)(guan),強化省(sheng)、市兩級(ji)政府(fu)對資(zi)(zi)(zi)(zi)金和(he)(he)(he)項(xiang)(xiang)(xiang)目(mu)(mu)的(de)監(jian)督責(ze)任,縣(xian)級(ji)政府(fu)切實(shi)(shi)管(guan)(guan)好(hao)用(yong)好(hao)扶貧(pin)資(zi)(zi)(zi)(zi)金。盤活農(nong)業結余資(zi)(zi)(zi)(zi)金和(he)(he)(he)超規定期限(xian)的(de)結轉資(zi)(zi)(zi)(zi)金,由(you)同級(ji)預算統(tong)籌(chou)(chou)限(xian)時用(yong)于農(nong)田水利等建設。

三(san)、建立農業(ye)可持續發展(zhan)長效機制(zhi)
14.促進生態友好型農業發展。落實最嚴格的耕地保護制度、節約集約用地制度、水資源管理制度、環境保護制度,強化監督考核和激勵約束。分區域規模化推進高效節水灌溉行動。大力推進機械化深松整地和秸稈還田等綜合利用,加快實施土壤有機質提升補貼項目,支持開展病蟲害綠色防控和病死畜禽無害化處理。加大農業面源污染防治力度,支持高效肥和低殘留農藥使用、規模養殖場畜禽糞便資源化利用、新型農業經營主體使用有機肥、推廣高標準農膜和殘膜回收等試點。
15.開展(zhan)農(nong)(nong)業資源休養生息試點。抓緊(jin)編(bian)制農(nong)(nong)業環(huan)境突出(chu)問(wen)題(ti)治(zhi)理總體(ti)規劃和(he)(he)農(nong)(nong)業可持續發(fa)展(zhan)規劃。啟(qi)動重金屬污染耕(geng)地(di)修復試點。從2014年(nian)開始,繼續在陡(dou)坡耕(geng)地(di)、嚴重沙化耕(geng)地(di)、重要水(shui)(shui)源地(di)實施退耕(geng)還林(lin)還草(cao)。開展(zhan)華北地(di)下水(shui)(shui)超采(cai)漏斗區綜合治(zhi)理、濕(shi)地(di)生態效益補償(chang)和(he)(he)退耕(geng)還濕(shi)試點。通過財(cai)政獎(jiang)補、結構調整等(deng)綜合措施,保證修復區農(nong)(nong)民總體(ti)收入(ru)水(shui)(shui)平不降低。
16.加(jia)大(da)生態(tai)保(bao)(bao)護建(jian)(jian)設(she)(she)力度(du)(du)。抓緊(jin)劃定(ding)生態(tai)保(bao)(bao)護紅(hong)線(xian)。繼(ji)續實(shi)(shi)(shi)施(shi)(shi)天(tian)然林保(bao)(bao)護、京(jing)津風沙源(yuan)治理二期等林業(ye)重大(da)工(gong)程。在東北、內(nei)蒙古重點(dian)國有林區,進(jin)行停止(zhi)天(tian)然林商業(ye)性采伐試點(dian)。推進(jin)林區森林防(fang)火設(she)(she)施(shi)(shi)建(jian)(jian)設(she)(she)和(he)礦區植被(bei)恢復。完善林木(mu)良種、造林、森林撫育(yu)等林業(ye)補貼(tie)政策(ce)。加(jia)強(qiang)沙化土地(di)封禁保(bao)(bao)護。加(jia)大(da)天(tian)然草(cao)(cao)原退牧還草(cao)(cao)工(gong)程實(shi)(shi)(shi)施(shi)(shi)力度(du)(du),啟(qi)動南方草(cao)(cao)地(di)開發利用和(he)草(cao)(cao)原自然保(bao)(bao)護區建(jian)(jian)設(she)(she)工(gong)程。支(zhi)持飼(si)草(cao)(cao)料基地(di)的品種改良、水利建(jian)(jian)設(she)(she)、鼠蟲害和(he)毒草(cao)(cao)防(fang)治。加(jia)大(da)海(hai)洋(yang)生態(tai)保(bao)(bao)護力度(du)(du),加(jia)強(qiang)海(hai)島基礎設(she)(she)施(shi)(shi)建(jian)(jian)設(she)(she)。嚴格控(kong)制(zhi)漁(yu)業(ye)捕撈強(qiang)度(du)(du),繼(ji)續實(shi)(shi)(shi)施(shi)(shi)增殖(zhi)(zhi)放流和(he)水產養殖(zhi)(zhi)生態(tai)環境修復補助政策(ce)。實(shi)(shi)(shi)施(shi)(shi)江河湖泊綜(zong)合(he)整治、水土保(bao)(bao)持重點(dian)建(jian)(jian)設(she)(she)工(gong)程,開展生態(tai)清潔小流域建(jian)(jian)設(she)(she)。
四、深化農村土地(di)制度改革

18.引(yin)導(dao)(dao)和規(gui)(gui)范農(nong)村集(ji)體(ti)(ti)經營性(xing)建(jian)設(she)用(yong)(yong)地入市(shi)。在符合(he)規(gui)(gui)劃和用(yong)(yong)途(tu)管制的前提(ti)下,允許農(nong)村集(ji)體(ti)(ti)經營性(xing)建(jian)設(she)用(yong)(yong)地出讓、租賃、入股(gu),實行與國有(you)土地同等入市(shi)、同權同價,加快(kuai)建(jian)立農(nong)村集(ji)體(ti)(ti)經營性(xing)建(jian)設(she)用(yong)(yong)地產權流轉和增(zeng)值收益分配制度(du)。有(you)關部(bu)門要盡快(kuai)提(ti)出具體(ti)(ti)指(zhi)導(dao)(dao)意見,并推(tui)動修訂相關法律法規(gui)(gui)。各地要按照中(zhong)央統一部(bu)署,規(gui)(gui)范有(you)序推(tui)進這項工作。
19.完(wan)善農(nong)(nong)(nong)(nong)村(cun)(cun)宅(zhai)基地(di)(di)管理制度。改革(ge)農(nong)(nong)(nong)(nong)村(cun)(cun)宅(zhai)基地(di)(di)制度,完(wan)善農(nong)(nong)(nong)(nong)村(cun)(cun)宅(zhai)基地(di)(di)分配政策,在(zai)保障農(nong)(nong)(nong)(nong)戶宅(zhai)基地(di)(di)用(yong)益物權(quan)前提(ti)下,選(xuan)擇若干試(shi)點(dian),慎重穩妥推(tui)進農(nong)(nong)(nong)(nong)民(min)住房財產權(quan)抵押、擔保、轉讓。有關部門要抓緊提(ti)出具(ju)體試(shi)點(dian)方案,各地(di)(di)不(bu)得(de)自(zi)行(xing)其是、搶(qiang)跑(pao)越線。完(wan)善城鄉建設用(yong)地(di)(di)增(zeng)減掛鉤試(shi)點(dian)工作,切實保證耕(geng)地(di)(di)數量(liang)(liang)不(bu)減少、質量(liang)(liang)有提(ti)高。加快包括農(nong)(nong)(nong)(nong)村(cun)(cun)宅(zhai)基地(di)(di)在(zai)內(nei)的農(nong)(nong)(nong)(nong)村(cun)(cun)地(di)(di)籍調查和農(nong)(nong)(nong)(nong)村(cun)(cun)集體建設用(yong)地(di)(di)使用(yong)權(quan)確權(quan)登(deng)記頒證工作。
20.加(jia)快推進征地(di)(di)(di)制度(du)改革。縮小征地(di)(di)(di)范(fan)圍,規(gui)范(fan)征地(di)(di)(di)程序(xu),完善(shan)對(dui)被征地(di)(di)(di)農(nong)民(min)合理、規(gui)范(fan)、多元保(bao)(bao)(bao)障(zhang)機制。抓(zhua)緊修訂有關法(fa)律法(fa)規(gui),保(bao)(bao)(bao)障(zhang)農(nong)民(min)公平分享土(tu)地(di)(di)(di)增值收益(yi),改變對(dui)被征地(di)(di)(di)農(nong)民(min)的補償(chang)辦(ban)法(fa),除補償(chang)農(nong)民(min)被征收的集(ji)體土(tu)地(di)(di)(di)外,還(huan)必須對(dui)農(nong)民(min)的住(zhu)房、社保(bao)(bao)(bao)、就業培訓給予合理保(bao)(bao)(bao)障(zhang)。因(yin)地(di)(di)(di)制宜采取留地(di)(di)(di)安置、補償(chang)等多種方式,確保(bao)(bao)(bao)被征地(di)(di)(di)農(nong)民(min)長期受益(yi)。提(ti)高森林(lin)植被恢復(fu)費征收標準。健全征地(di)(di)(di)爭(zheng)議調(diao)處(chu)裁(cai)決機制,保(bao)(bao)(bao)障(zhang)被征地(di)(di)(di)農(nong)民(min)的知情權(quan)、參與權(quan)、申訴(su)權(quan)、監督權(quan)。
五、構(gou)建新型農業(ye)經營體系

27.加(jia)大(da)農業(ye)保(bao)(bao)(bao)(bao)(bao)險(xian)(xian)支持(chi)力度(du)。提(ti)(ti)高(gao)(gao)中央(yang)、省(sheng)級財(cai)(cai)政對主要糧食作(zuo)物保(bao)(bao)(bao)(bao)(bao)險(xian)(xian)的(de)保(bao)(bao)(bao)(bao)(bao)費補(bu)貼(tie)比(bi)例,逐(zhu)步(bu)減少或取消產糧大(da)縣縣級保(bao)(bao)(bao)(bao)(bao)費補(bu)貼(tie),不斷提(ti)(ti)高(gao)(gao)稻谷、小麥(mai)、玉米三大(da)糧食品種保(bao)(bao)(bao)(bao)(bao)險(xian)(xian)的(de)覆(fu)蓋面和(he)風險(xian)(xian)保(bao)(bao)(bao)(bao)(bao)障水(shui)平。鼓勵(li)(li)保(bao)(bao)(bao)(bao)(bao)險(xian)(xian)機構開(kai)展特色優勢農產品保(bao)(bao)(bao)(bao)(bao)險(xian)(xian),有條件的(de)地方提(ti)(ti)供保(bao)(bao)(bao)(bao)(bao)費補(bu)貼(tie),中央(yang)財(cai)(cai)政通過(guo)以獎代(dai)補(bu)等方式予以支持(chi)。擴大(da)畜產品及森(sen)林保(bao)(bao)(bao)(bao)(bao)險(xian)(xian)范圍和(he)覆(fu)蓋區域。鼓勵(li)(li)開(kai)展多種形式的(de)互助合作(zuo)保(bao)(bao)(bao)(bao)(bao)險(xian)(xian)。規范農業(ye)保(bao)(bao)(bao)(bao)(bao)險(xian)(xian)大(da)災風險(xian)(xian)準備金管(guan)理,加(jia)快建立財(cai)(cai)政支持(chi)的(de)農業(ye)保(bao)(bao)(bao)(bao)(bao)險(xian)(xian)大(da)災風險(xian)(xian)分散機制。探索開(kai)辦(ban)涉農金融領域的(de)貸款(kuan)保(bao)(bao)(bao)(bao)(bao)證保(bao)(bao)(bao)(bao)(bao)險(xian)(xian)和(he)信用(yong)保(bao)(bao)(bao)(bao)(bao)險(xian)(xian)等業(ye)務。

30.加(jia)快推動(dong)農業(ye)轉(zhuan)移(yi)人(ren)(ren)口(kou)市民(min)化。積極推進(jin)戶籍制(zhi)(zhi)度改革,建(jian)立城鄉統一的戶口(kou)登記(ji)制(zhi)(zhi)度,促進(jin)有能力在(zai)城鎮合(he)法穩定就業(ye)和生活的常住(zhu)(zhu)人(ren)(ren)口(kou)有序實(shi)現市民(min)化。全面實(shi)行流動(dong)人(ren)(ren)口(kou)居(ju)住(zhu)(zhu)證制(zhi)(zhi)度,逐步推進(jin)居(ju)住(zhu)(zhu)證持有人(ren)(ren)享有與居(ju)住(zhu)(zhu)地居(ju)民(min)相同(tong)的基本(ben)(ben)公共服務,保障(zhang)農民(min)工同(tong)工同(tong)酬(chou)。鼓勵各地從實(shi)際出發(fa)制(zhi)(zhi)定相關政策(ce),解決好轄區內農業(ye)轉(zhuan)移(yi)人(ren)(ren)口(kou)在(zai)本(ben)(ben)地城鎮的落戶問題(ti)。
八、改善(shan)鄉村治理機制
31.加強(qiang)(qiang)農村(cun)(cun)基(ji)(ji)層(ceng)(ceng)(ceng)黨(dang)(dang)(dang)(dang)的建設(she)。深入開展黨(dang)(dang)(dang)(dang)的群眾路線教(jiao)育(yu)實踐(jian)活動,推動農村(cun)(cun)基(ji)(ji)層(ceng)(ceng)(ceng)服務型(xing)(xing)黨(dang)(dang)(dang)(dang)組織建設(she)。進一(yi)步加強(qiang)(qiang)農民合(he)作(zuo)社、專業技術協會等的黨(dang)(dang)(dang)(dang)建工作(zuo),創新和完善組織設(she)置,理順隸屬關系。加強(qiang)(qiang)農村(cun)(cun)基(ji)(ji)層(ceng)(ceng)(ceng)黨(dang)(dang)(dang)(dang)組織帶頭人隊伍和黨(dang)(dang)(dang)(dang)員隊伍建設(she),提升村(cun)(cun)干部(bu)“一(yi)定(ding)三(san)有(you)”保(bao)障水平。總(zong)結宣傳農村(cun)(cun)基(ji)(ji)層(ceng)(ceng)(ceng)干部(bu)先(xian)進典型(xing)(xing),樹立正確輿論導向。加強(qiang)(qiang)城(cheng)鄉(xiang)基(ji)(ji)層(ceng)(ceng)(ceng)黨(dang)(dang)(dang)(dang)建資源(yuan)整合(he),建立穩(wen)定(ding)的村(cun)(cun)級(ji)組織運轉經費保(bao)障制度。加強(qiang)(qiang)農村(cun)(cun)黨(dang)(dang)(dang)(dang)風廉政建設(she),強(qiang)(qiang)化農村(cun)(cun)基(ji)(ji)層(ceng)(ceng)(ceng)干部(bu)教(jiao)育(yu)管理和監督,改進農村(cun)(cun)基(ji)(ji)層(ceng)(ceng)(ceng)干部(bu)作(zuo)風,堅決查(cha)處和糾正涉農領域侵害群眾利益的腐(fu)敗問題和加重農民負擔行為。
32.健全基層民主制(zhi)度。強化黨(dang)組織的(de)領導(dao)核心作用,鞏(gong)固和(he)(he)(he)加強黨(dang)在農(nong)(nong)村的(de)執政(zheng)基礎,完(wan)善(shan)(shan)和(he)(he)(he)創(chuang)新村民自治(zhi)(zhi)機(ji)制(zhi),充分(fen)發(fa)揮其他(ta)社(she)會(hui)組織的(de)積極功能(neng)。深化鄉鎮(zhen)行政(zheng)體制(zhi)改革,完(wan)善(shan)(shan)鄉鎮(zhen)政(zheng)府功能(neng)。深入(ru)推(tui)進村務公(gong)(gong)開(kai)(kai)、政(zheng)務公(gong)(gong)開(kai)(kai)和(he)(he)(he)黨(dang)務公(gong)(gong)開(kai)(kai),實現(xian)村民自治(zhi)(zhi)制(zhi)度化和(he)(he)(he)規范化。探索不同情況下村民自治(zhi)(zhi)的(de)有效實現(xian)形式,農(nong)(nong)村社(she)區建設試點(dian)單位和(he)(he)(he)集(ji)體土地所有權(quan)在村民小(xiao)組的(de)地方,可開(kai)(kai)展(zhan)以社(she)區、村民小(xiao)組為基本(ben)單元的(de)村民自治(zhi)(zhi)試點(dian)。
33.創新基(ji)層管(guan)理服(fu)(fu)(fu)務(wu)(wu)。按(an)照方便農(nong)(nong)(nong)民(min)群眾生產生活、提(ti)(ti)高(gao)公(gong)共(gong)(gong)(gong)資源(yuan)配置效率的(de)(de)原則,健(jian)全農(nong)(nong)(nong)村(cun)(cun)基(ji)層管(guan)理服(fu)(fu)(fu)務(wu)(wu)體系。推動農(nong)(nong)(nong)村(cun)(cun)集(ji)體產權股份合作(zuo)制改革,保障農(nong)(nong)(nong)民(min)集(ji)體經(jing)(jing)濟(ji)組織成員(yuan)權利(li),賦予農(nong)(nong)(nong)民(min)對(dui)落實到戶的(de)(de)集(ji)體資產股份占(zhan)有(you)(you)(you)、收益(yi)、有(you)(you)(you)償退出及抵押、擔保、繼承(cheng)權,建(jian)立農(nong)(nong)(nong)村(cun)(cun)產權流轉交易市場,加強(qiang)(qiang)農(nong)(nong)(nong)村(cun)(cun)集(ji)體資金、資產、資源(yuan)管(guan)理,提(ti)(ti)高(gao)集(ji)體經(jing)(jing)濟(ji)組織資產運(yun)營管(guan)理水平,發(fa)展壯大農(nong)(nong)(nong)村(cun)(cun)集(ji)體經(jing)(jing)濟(ji)。擴大小(xiao)城鎮對(dui)農(nong)(nong)(nong)村(cun)(cun)基(ji)本公(gong)共(gong)(gong)(gong)服(fu)(fu)(fu)務(wu)(wu)供給的(de)(de)有(you)(you)(you)效覆(fu)蓋,統籌推進(jin)農(nong)(nong)(nong)村(cun)(cun)基(ji)層公(gong)共(gong)(gong)(gong)服(fu)(fu)(fu)務(wu)(wu)資源(yuan)有(you)(you)(you)效整合和設(she)施共(gong)(gong)(gong)建(jian)共(gong)(gong)(gong)享,有(you)(you)(you)條件的(de)(de)地方穩步(bu)推進(jin)農(nong)(nong)(nong)村(cun)(cun)社區(qu)化管(guan)理服(fu)(fu)(fu)務(wu)(wu)。總結推廣“楓橋經(jing)(jing)驗”,創新群眾工作(zuo)機制。深入推進(jin)農(nong)(nong)(nong)村(cun)(cun)精(jing)神文明建(jian)設(she),倡導移風易俗(su),培(pei)養良好道德風尚,提(ti)(ti)高(gao)農(nong)(nong)(nong)民(min)綜(zong)合素質(zhi)。加強(qiang)(qiang)對(dui)農(nong)(nong)(nong)村(cun)(cun)留(liu)守(shou)兒(er)童、留(liu)守(shou)婦女(nv)、留(liu)守(shou)老(lao)年人的(de)(de)關愛和服(fu)(fu)(fu)務(wu)(wu)。發(fa)展農(nong)(nong)(nong)村(cun)(cun)殘疾人事(shi)業。健(jian)全農(nong)(nong)(nong)村(cun)(cun)治(zhi)安防(fang)控體系,充(chong)分(fen)發(fa)揮司法調解(jie)、人民(min)調解(jie)的(de)(de)作(zuo)用,維護農(nong)(nong)(nong)村(cun)(cun)社會和諧(xie)安定(ding)。
各(ge)(ge)級(ji)黨(dang)(dang)委(wei)和政(zheng)(zheng)府要(yao)切實(shi)(shi)加強(qiang)(qiang)對“三農(nong)”工(gong)作的領導(dao),把(ba)握(wo)好(hao)農(nong)村(cun)(cun)改(gai)革(ge)的方(fang)向(xiang)和節奏,謀劃好(hao)農(nong)業農(nong)村(cun)(cun)發展的思路和方(fang)法,落實(shi)(shi)好(hao)黨(dang)(dang)在農(nong)村(cun)(cun)的各(ge)(ge)項方(fang)針和政(zheng)(zheng)策。各(ge)(ge)級(ji)黨(dang)(dang)政(zheng)(zheng)干部要(yao)真正了解農(nong)民群(qun)眾(zhong)的訴求和期盼(pan),真心(xin)實(shi)(shi)意解決(jue)農(nong)民群(qun)眾(zhong)生產生活中的實(shi)(shi)際問(wen)題。進一步加強(qiang)(qiang)黨(dang)(dang)委(wei)農(nong)村(cun)(cun)工(gong)作綜(zong)合部門建(jian)設,強(qiang)(qiang)化統籌協調、決(jue)策服務等職能。加強(qiang)(qiang)對農(nong)村(cun)(cun)改(gai)革(ge)試驗區工(gong)作的指導(dao),加大改(gai)革(ge)放權(quan)和政(zheng)(zheng)策支持力度,充實(shi)(shi)試驗內(nei)容,完善工(gong)作機制(zhi),及時(shi)總結(jie)推廣成(cheng)功(gong)經驗。
