今年(nian)以來,從全國(guo)各地工商局上(shang)(shang)(shang)報的監測結果(guo)分(fen)析,農(nong)資商品監測質量與2006年(nian)同期相比有(you)所上(shang)(shang)(shang)升(sheng)(sheng)(sheng),其中,種子合(he)(he)格(ge)(ge)(ge)率(lv)(lv)(lv)上(shang)(shang)(shang)升(sheng)(sheng)(sheng)2.71個(ge)(ge)百(bai)(bai)(bai)分(fen)點(dian),合(he)(he)格(ge)(ge)(ge)率(lv)(lv)(lv)為92.4%;肥料合(he)(he)格(ge)(ge)(ge)率(lv)(lv)(lv)上(shang)(shang)(shang)升(sheng)(sheng)(sheng)7.75個(ge)(ge)百(bai)(bai)(bai)分(fen)點(dian),合(he)(he)格(ge)(ge)(ge)率(lv)(lv)(lv)為84.3%;農(nong)藥合(he)(he)格(ge)(ge)(ge)率(lv)(lv)(lv)上(shang)(shang)(shang)升(sheng)(sheng)(sheng)4.76個(ge)(ge)百(bai)(bai)(bai)分(fen)點(dian),合(he)(he)格(ge)(ge)(ge)率(lv)(lv)(lv)為83.8%;農(nong)機及(ji)配件合(he)(he)格(ge)(ge)(ge)率(lv)(lv)(lv)上(shang)(shang)(shang)升(sheng)(sheng)(sheng)3.58個(ge)(ge)百(bai)(bai)(bai)分(fen)點(dian),合(he)(he)格(ge)(ge)(ge)率(lv)(lv)(lv)為62.1%。
之所(suo)以實現(xian)開(kai)局良好(hao),離不開(kai)工(gong)(gong)商部(bu)門近年(nian)來在維護農(nong)資市(shi)場秩序(xu)方面付出的不懈努(nu)力。今年(nian)工(gong)(gong)商部(bu)門更是從多方面向(xiang)“前”、向(xiang)“下(xia)”、向(xiang)“嚴”探(tan)索監管措施,有力促進糧食增(zeng)(zeng)產、農(nong)業增(zeng)(zeng)效、農(nong)民增(zeng)(zeng)收。
————實(shi)(shi)行(xing)(xing)(xing)農(nong)(nong)資(zi)(zi)經(jing)營(ying)監管(guan)關口前移。工(gong)商(shang)機關嚴格(ge)規范農(nong)(nong)資(zi)(zi)市(shi)場主體(ti)準入行(xing)(xing)(xing)為(wei)(wei)、交易行(xing)(xing)(xing)為(wei)(wei)和(he)(he)退出行(xing)(xing)(xing)為(wei)(wei),對(dui)生(sheng)產(chan)經(jing)營(ying)主體(ti)進行(xing)(xing)(xing)排查和(he)(he)清理,實(shi)(shi)行(xing)(xing)(xing)經(jing)濟(ji)戶口管(guan)理。同時,規范經(jing)營(ying)戶的(de)(de)進貨(huo)和(he)(he)銷(xiao)售(shou)行(xing)(xing)(xing)為(wei)(wei),指導(dao)其建立(li)農(nong)(nong)資(zi)(zi)質量檔案(an)、進貨(huo)臺賬和(he)(he)索證(zheng)備案(an)制(zhi)度,拒絕來路不(bu)明(ming)、假(jia)冒(mao)偽劣的(de)(de)商(shang)品(pin)進入農(nong)(nong)村。如山東(dong)省工(gong)商(shang)部門(men)與(yu)轄區農(nong)(nong)資(zi)(zi)生(sheng)產(chan)企業、經(jing)銷(xiao)商(shang)簽(qian)訂協議,凡農(nong)(nong)資(zi)(zi)商(shang)品(pin)進入轄區,都(dou)要主動提供產(chan)品(pin)出廠檢驗報告單(dan)等資(zi)(zi)料,工(gong)商(shang)部門(men)并對(dui)該批次商(shang)品(pin)進行(xing)(xing)(xing)集中抽檢。
————推行(xing)農資市(shi)場監(jian)管重(zhong)心下移。由工商所負責(ze)對轄(xia)區(qu)農資經(jing)營(ying)者進行(xing)監(jian)管,對其經(jing)營(ying)的產品品種、規格(ge)、質量標準與合同(tong)約定(ding)內容進行(xing)對照檢查,做到心中(zhong)有數、規范有據,管理得法、責(ze)任(ren)到人、管理到位。重(zhong)慶市(shi)工商管理局結合落實(shi)網格(ge)監(jian)管責(ze)任(ren)制,采取“盯(ding)牢”、“堵死”戰術,提高了對警示(shi)企業(ye)、失信企業(ye)的巡查頻率,對假劣農資可能進出市(shi)場的渠道進行(xing)了封(feng)堵。
————開展農資(zi)(zi)商(shang)品(pin)質量定向監(jian)測。今年以(yi)來,各地(di)工商(shang)局加(jia)大對農資(zi)(zi)商(shang)品(pin)質量監(jian)測力度,以(yi)群眾(zhong)投訴突出的、進(jin)貨渠(qu)道不(bu)(bu)明的、屢次監(jian)測不(bu)(bu)合(he)格的農資(zi)(zi)商(shang)品(pin)作為重(zhong)點,及時公布監(jian)測結果(guo)和(he)預警信息,把不(bu)(bu)合(he)格的農資(zi)(zi)商(shang)品(pin)清除(chu)出市場(chang)。如泛珠三角9省(sheng)區工商(shang)局加(jia)強農資(zi)(zi)打假合(he)作,形(xing)成監(jian)管合(he)力,互相進(jin)行(xing)(xing)(xing)通(tong)報,對不(bu)(bu)合(he)格農資(zi)(zi)進(jin)行(xing)(xing)(xing)聯合(he)退市行(xing)(xing)(xing)動。
————建立(li)健全農(nong)(nong)(nong)(nong)資(zi)市(shi)場長效(xiao)監(jian)管(guan)機制。其中(zhong)包括建立(li)和(he)完善農(nong)(nong)(nong)(nong)資(zi)市(shi)場監(jian)管(guan)預警制、農(nong)(nong)(nong)(nong)資(zi)商(shang)品質(zhi)量跟蹤制度(du)、農(nong)(nong)(nong)(nong)資(zi)企(qi)業信用(yong)分(fen)類監(jian)管(guan)、農(nong)(nong)(nong)(nong)民消(xiao)費投(tou)訴(su)維權網絡、紅盾(dun)護農(nong)(nong)(nong)(nong)信息員制度(du)、加強(qiang)農(nong)(nong)(nong)(nong)資(zi)行(xing)業管(guan)理等一系列(lie)措施(shi),不(bu)僅使假劣農(nong)(nong)(nong)(nong)資(zi)無(wu)處(chu)藏身,還對(dui)農(nong)(nong)(nong)(nong)資(zi)經營(ying)企(qi)業進行(xing)必要的(de)(de)監(jian)管(guan),提高了效(xiao)率。如福建省工商(shang)局從(cong)根本上改變(bian)對(dui)農(nong)(nong)(nong)(nong)資(zi)企(qi)業信用(yong)狀況(kuang)評(ping)價(jia)(jia)辦法,采(cai)取(qu)問卷或座(zuo)談的(de)(de)形式征求農(nong)(nong)(nong)(nong)民意(yi)見,由農(nong)(nong)(nong)(nong)民來評(ping)價(jia)(jia)農(nong)(nong)(nong)(nong)資(zi)經營(ying)單(dan)位的(de)(de)信用(yong)度(du),使農(nong)(nong)(nong)(nong)民變(bian)為(wei)監(jian)督主體,大(da)大(da)增強(qiang)了經營(ying)者行(xing)為(wei)自律(lv)。
————培(pei)育(yu)(yu)和規(gui)范(fan)(fan)農(nong)資(zi)(zi)連鎖經(jing)(jing)營(ying)途徑。今(jin)年(nian)以來,各級工商(shang)機關(guan)繼續引導、培(pei)育(yu)(yu)和規(gui)范(fan)(fan)信譽好、規(gui)模(mo)大的(de)(de)農(nong)資(zi)(zi)企業在農(nong)村建立農(nong)資(zi)(zi)連鎖經(jing)(jing)營(ying)和農(nong)資(zi)(zi)放(fang)心店,實行“統(tong)一(yi)采購、統(tong)一(yi)配送、統(tong)一(yi)價格、統(tong)一(yi)標(biao)準、統(tong)一(yi)管理章程、統(tong)一(yi)服(fu)務(wu)規(gui)范(fan)(fan)”的(de)(de)經(jing)(jing)營(ying)模(mo)式,減(jian)少了中(zhong)間環節(jie),保證(zheng)了農(nong)資(zi)(zi)質量。青島市(shi)工商(shang)局已經(jing)(jing)扶持農(nong)資(zi)(zi)經(jing)(jing)營(ying)連鎖店1295個,占青島市(shi)農(nong)資(zi)(zi)經(jing)(jing)營(ying)業戶(hu)的(de)(de)68%,已形成了扎根(gen)農(nong)村、貼近農(nong)民的(de)(de)農(nong)資(zi)(zi)連鎖經(jing)(jing)營(ying)體系。
————提(ti)高農(nong)資(zi)(zi)經(jing)(jing)營(ying)(ying)者的誠信意(yi)識和(he)廣大(da)消費者維(wei)權(quan)(quan)意(yi)識。各級工商(shang)(shang)機關(guan)通過多種形式開展(zhan)“送法進鄉(xiang)村、維(wei)權(quan)(quan)到田間”活(huo)動,面向農(nong)資(zi)(zi)商(shang)(shang)品(pin)經(jing)(jing)營(ying)(ying)主體及廣大(da)農(nong)民群(qun)眾,講解(jie)農(nong)資(zi)(zi)商(shang)(shang)品(pin)識假(jia)辨(bian)假(jia)、農(nong)資(zi)(zi)經(jing)(jing)營(ying)(ying)資(zi)(zi)格(ge)條件等(deng)知(zhi)識,增強農(nong)民群(qun)眾的維(wei)權(quan)(quan)意(yi)識,提(ti)高他們的維(wei)權(quan)(quan)能(neng)力,受(shou)到了(le)廣大(da)農(nong)民的歡(huan)迎。 文/本(ben)報記(ji)者 敖(ao) 蓉 |
